Northeast Asia, as every other region of the world, has been profoundly affected by the end of the Cold War and the implosion and dissolution of the Soviet Union. While the region's politics were never entirely subsumed by the bipolar global structure, the existence of the Soviet Union as putative enemy of China, Japan, and the United States was the single most important factor determining regional alignments. Indeed, the two most critical disputes in the region, the North-South confrontation on the Korean peninsula and the status of Taiwan, are direct legacies of the Cold War. With a weak and nonthreatening Russia succeeding the Soviet Union, other factors--trade, investment, regional security issues, and historical memories predating the Cold War-- now also influence Northeast Asian developments.Japan and China are clearly the major regional actors in Northeast Asia--indeed, all of East Asia--and can demand to be considered on every significant regional decision. This puts them in a category for which only one other nation, the United States, can qualify. Yet North Korea, South Korea, and Taiwan are not small, insignificant powers which have no ability to influence regional events. On the contrary, each of them have capabilities that permit them to veto certain outcomes, and mobilize support to achieve other outcomes. Moreover, they are directly involved in the disputes more likely than any others to drag the regional major powers into conflict. These governments are relatively ineffective with respect to other issues, however. China, Japan, and the United States have the capacity to be engaged in and influence virtually all regional activities. Russia, the only extra-regional nation other than the United States that might play an important role in regional politics, also exerts influence on some, but relatively few and relatively marginal, issues. Russia's share in the region's economic activity is minimal, and it does not have the capable regional military force which its predecessor, the Soviet Union, could deploy in earlier years. The potential for Moscow to assume a greater role in the future--most non-Russians believe in a distant future--is the main source of what influence it can mobilize to affect current regional security affairs.

Strategic Triangles Reshaping International Relations In East Asia written by Gilbert Rozman and has been published by Taylor & Francis this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-06-09 with Political Science categories.

Rozman shows how East Asia’s international relations over three decades can be best understood through the lens of triangles, analyzing relations between the key nations through a series of trilateral relationships. He argues that triangles present a convincing answer to the question of whether we had entered a new era of bipolarity like the Cold War or an age of multipolarity. Triangulation emerged as a dynamic in East Asia in the aftermath of the Cold War and was accelerated in the course of the Xi and Trump administrations. Even as Sino-US competition and confrontation deepened, triangles had a substantial presence. East Asian triangles share an unusual mixture of three distinct elements: deep-seated security distrust, extraordinary economic interdependence, and a combustible composition of historical resentments and civilizational confidence. The combination of the three makes the case for triangularity more compelling, Rozman argues. The legacy of communism, the pursuit of reunification on the Korean Peninsula, and moves to expand beyond the US-Japan alliance have all driven the way triangles have evolved. Only as bipolarity intensified in the 2020s was triangularity losing ground. The degree of turnabout is analyzed for all of the cases considered. Rozman evaluates each key triangle of states in turn and assesses how the relationship impacts the region more widely. This book provides an essential framework for understanding the current state and trajectory of East Asian international relations, for students and policymakers. Robert Legvold, surveying the sweeping changes that have taken place in Russia and the rest of the former Soviet Union, contends that genuine integration into East Asia requires the kind of economic changes that have just begun in Russia and will take years to complete. David Lampton, in his chapter on China, examines the Chinese leadership's policy of military detente and economic cooperation with the other three powers in order to sustain the remarkable economic performance of the last two decades. In his chapter on Japan, Michael Mochizuki discusses the uncertainty that the end of the Soviet-American rivalry has produced in Japan's domestic politics and foreign policy. Michael Mandelbaum discusses the bilateral relationships between the United States and the three other countries and the differing issues that loom large for each: security, economics, and human rights.

Since World War II, the United States has played a crucial role in shaping Northeast Asian politics and economics. However, as this authoritative book shows, the Cold War's demise, September 11, and America's major strategic realignments have unleashed seismic changes in the region. China's rise, Japan's quest for a normal state, and the North Korean nuclear quagmire are also potential flashpoints. Collective memories of past aggression as well as resurgent nationalism further complicate regional dynamics. But hopeful signs abound, as deepening economic interdependence, expanding social and cultural exchanges, and the proliferation of informal economic, social, and cultural networks have improved the chances for a peaceful evolution to a liberal and stable region. Contributions by: Vinod K. Aggarwal, Paul Bacon, Avery Goldstein, G. John Ikenberry, Takashi Inoguchi, Ki-Jung Kim, Myongsob Kim, Woosang Kim, Yongho Kim, Min Gyo Koo, Michael Mastanduno, Chung-in Moon, Katharine H. S. Moon, Seung-won Suh, and William C. Wohlforth

Triangular relations which frame China and Japan as two sides of an isosceles triangle usually focus on the United States as the significant third side. This edited book examines another relatively underexplored set of triangular relations—those between China, Japan and Southeast Asia. The region, comprised of eleven small and medium-size states, is often considered inconsequential in the tempestuous world of international politics where political clout, economic prowess, military strength and soft power matter most. Often seen as easily dominated by extra-regional great powers, this volume reconsiders the region’s relationship with China and Japan, their two Asian neighbours to the northeast which also happen to be the world’s second and third largest economies. While China and Japan do compete for turf in Southeast Asia, states in the region do not perceive themselves as strategic pawns of these two great Asian powers but instead as proactively engaging China and Japan in the region. The country-specific case studies of this book collectively support the thesis that the Southeast Asian states actively seek to manoeuvre between China and Japan for their own advantage and at the same time grapple with developments in Northeast Asia through regional integration efforts. Through the establishment of benchmark norms and values, Southeast Asia attempts to socialise China and Japan and other external powers to the ASEAN way. Indeed, Southeast Asia as a region is now the driver of East Asian multilateralism and regionalism, and the East Asian reality is that Southeast Asia is a major political, economic and cultural player in its own right vis-à-vis the great powers.
