It is in and through practices - deeds that embody shared intersubjective knowledge - that social life is organized, that subjectivities are constituted and that history unfolds. One can think of dozens of different practices (from balancing, to banking or networking) which constitute the social fabric of world politics. This book brings together leading scholars in fields from international law and humanitarianism to nuclear deterrence and the UN to provide effective new tools to understand a range of pressing issues of the era of globalization. As an entry point to the study of world politics, the concept of practice accommodates a variety of perspectives in a coherent yet flexible fashion and opens the door to much needed interdisciplinary research in international relations. International Practices crystallizes the authors' past research on international practices into a common effort to turn the study of practice into a novel research program in international relations.

Critical Practices in International Theory brings together for the first time the essays of the leading IR theorist, James Der Derian. The essays cover a variety of issues central to Der Derian's work including diplomacy, alienation, terrorism, intelligence, national security, new forms of warfare, the role of information technology in international relations, poststructuralist theory, and the military-entertainment-media matrix. The book includes a framing introduction written for this volume in which Der Derian provides historical and theoretical context for a diverse body of work. Discussing his own influences and reflecting upon the development of international theory, he advocates a critical pluralist approach to the most pressing problems of world politics. Written in the eloquent style that marks out Der Derian as one of the most provocative and innovative thinkers in international relations, this collection is essential reading for scholars and students interested in the past, present and future of international relations. James Der Derian is a Watson Institute research professor of international studies at Brown University, where he directs the Global Security Program and the Global Media Project. He is the author of many articles and books, including the highly acclaimed Virtuous War (2001, 2009).

International Practices To Promote Budget Literacy written by Harika Masud and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-08-09 with Education categories.

Budget literacy is defined as 'the ability to read, decipher, and understand public budgets to enable and enhance meaningful citizen participation in the budget process'. It is comprised of two main parts - (i) a technical understanding of public budgets, including familiarity with government spending, tax rates and public debt and; (ii) the ability to engage in the budget process, comprising of practical knowledge on day-to-day issues, as well as an elementary understanding of the economic, social and political implications of budget policies, the stakeholders involved and when and how to provide inputs during the annual budget cycle.Given that no international standards or guidelines have been established for budget literacy education to date, this book seeks to address this gap by taking stock of illustrative initiatives promoting budget literacy for youth in selected countries. The underlying presumption is that when supply-side actors in the budget process -- governments -- simplify and disseminate budget information for demand-side actors -- citizens -- this information will then be used by citizens to provide feedback on the budget. However, since citizens are often insufficiently informed about public budgets to constructively participate in budget processes one way to empower them and to remedy the problem of "budget illiteracy" is toprovide budget-literacy education in schools to youth, helping them evolve into civic-minded adults with the essential knowledge needed for analyzing their government's fiscal policy objectives and measures, and the confidence and sense of social responsibility to participate in the oversight of public resources. This book elaborates on approaches, learning outcomes, pedagogical strategies and assessment approaches for budget literacy education, and presents lessons that are relevant for the development, improvement, or scaling up of budget literacy initiatives.

Using theoretical frameworks to explore the political, organizational, and cultural dynamics of performance budgeting, this book examines the adoption of performance budgeting in a variety of countries, how it has been implemented, and why it succeeded or failed. Chapters include case studies from a wide range of continents and regions including the U.S., Africa, Asia, Australia, Europe, Latin America, and the Middle East. Each case study pays careful attention to the unique historical, political, and cultural contexts of reform and closely examines how performance informed the budgetary process. Chapters investigate theory-driven analysis, focusing on common themes related to international policy diffusion, organizational change, stakeholder politics and gaming, communication and information management, principal–agent dynamics, and institutional constraints. Contributors include both scholars and seasoned practitioners with extensive experience in implementing or advising performance budgeting reforms. With emphases on both theories and practices, this book is written for graduate courses in public budgeting and comparative public administration, providing theoretical insights into budgeting reforms in developing countries, as well as practice-relevant and actionable recommendations for current and future policymakers and budget reformers.

his paper presents a new global dataset on current practices for four budget items in terms of indexation to the price level and other nominal variables. Compiling data from documents of select multilateral organizations, governments, and related literature as well as conducting a survey among IMF country desks of 190 country-members, we show how indexation is internationally applied in (i) personal income tax brackets; (ii) pensions; (iii) social assistance programs; and (iv) public wages. The dataset shows that while indexation policies vary significantly across economies, some trends can be identified. For example, indexation is more common on pension and social grants than on taxes, and falls with the degree of economic development. We further discuss some applications of this new dataset. Those include an accounting exercise illustrating the impacts of indexation on fiscal outcomes during episodes of inflation surprises; and an analysis of the association between the overall degree of indexation combining the four budget items and inflation persistence.

The complex diffusion processes affecting the flow of planning ideas and practices across the globe are illustrated in this book. It raises questions about why and how some ideas and practices attract international attention, and about the invention processes which go on when external influences are woven together with local efforts to meet local specifics and requirements. Initiated to celebrate the tenth anniversary of the journal Planning Theory and Practice in 2009, this book reflects the themes of the journal. Taking different intellectual perspectives, this collection takes a critical look at the international diffusion of planning ideas and practices, their impacts on planning practices in different contexts, on the challenge of ‘situating’ planning practices, and on the ethical and methodological issues of international exchange in the planning field.
