Peter Kien-hong Yu offers a new framework with which to understand ‘international regimes’ and applies it to important Chinese case studies such as arms control, disarmament, and non-proliferation; the counter-piracy regime and the environmental issue. "Prior to China's entry into the United Nations (UN) in 1971, there was fierce debate about its anticipated behavior and impact. Proponents of Chinese membership argued that integration into the United Nations would ultimately change or "civilize" the People's Republic of China (PRC) while skeptics countered that the "...the UN is not going to serve as a reform school for Peking," and that China was likely to attempt to alter the international system. When Chinese Communist Party (CCP) leaders failed to challenge the existing global order and eventually adjusted their own priorities and goals to fit into it and even benefit from the prevailing international order, its behavior alleviated concerns of destructive behavior. Yet, the larger question of China's longer-term impact on and role in international regimes remains an open question. Even if the PRC has not acted as a spoiler of the international system, are there subtle yet significant ways that it has pursued change toward international regimes? According to the Food and Agriculture Organization (FAO) of the United Nations, more than 80% of world's fish stocks are fully exploited, over-exploited, depleted, or recovering from depletion. Although several international agreements have promoted more responsible fisheries, coastal states have usually maintained national policies that enable higher harvest levels rather than greater conservation of fish stocks, and international agreements for more responsible fisheries have generally experienced a weak domestic implementation. Among the major coastal fishing states, China constitutes the largest fish producer and main exporter in the world, and therefore presents a fascinating case-study for the domestic implementation of international fisheries agreements. This book investigates the degree to which China has complied with the international agreements it has signed, and asks why it is failing to meet expectations. Crucially, it calls for greater emphasis on the political, rather than technical, issues involved in the implementation of international regimes. In turn, it examines how understanding the case of China can help us to develop solutions for improved international compliance in the future. The question of how China's rise will affect the post-World War II international order carries considerable significance for the future of global politics. This report evaluates the character and possible future of China's engagement with the postwar order. The resulting portrait is anything but straightforward: China's engagement with the order remains a complex, often contradictory work in progress. This report offers four major findings about the relationship of China to the international order. First, China's behavior over the past two decades does not mark it as an opponent or saboteur of the order, but rather as a conditional supporter. Since China undertook a policy of international engagement in the 1980s, the level and quality of its participation in the order rivals that of most other states. Second, looking forward, the posture China takes toward the institutions, norms, and rules of a shared order is now in significant flux; various outcomes--from continued qualified support to more-aggressive challenges--are possible. Third, partly because of this uncertainty, a strengthened and increasingly multilateral international order can provide a critical tool for the United States and other countries to shape and constrain rising Chinese power. Finally, modifications to the order on the margins in response to Chinese preferences pose less of a threat to a stable international system than a future in which China is alienated from that system. However, these modifications must be governed by strictly articulated end-points.
