This book challenges the conventional security-based international policy frameworks that have developed for dealing with HIV/AIDS during and after conflicts, and examines first-hand evidence and experiences of conflict and HIV/AIDS. The United Nations Security Council, in 2000, unanimously passed a resolution calling for women’s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ‘conflict’ and ‘post-conflict’ situations. But what difference has this international agenda on ‘Women, Peace and Security’ made to women’s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women’s activism and for peace and security. The picture that emerges is not uniform, obliging us to reconsider the links between gender, conflict, different visions of peace and, consequently, different projects of peacebuilding. What does it mean to be secure? In the global news, we hear stories daily about the wars in Iraq and Afghanistan, about domestic-level conflicts around the world, about the challenges of cybersecurity and social security. Fifteen years after the adoption of UN Security Council Resolution 1325 which establishes the Women, Peace and Security agenda, there is now a need to assess the impacts of gender equality efforts, and to understand why and how gender equality reforms have advanced to the extent that they have. This book examines how international peace and security is re-envisioned from a gender perspective by mostly focusing on the nuances presented by the Asia Pacific region. It argues that despite the diversity of political, socio-cultural and economic systems in the Asia Pacific, women and girls in the region continue to experience similar forms of insecurities. Several countries in the Asia Pacific have demonstrated relative peace and stability. In addition, women’s leadership and participation in peacebuilding are and continue to be increasingly recognized in the region too. However, as the chapters in this book demonstrate, applying a critical gender analysis allows for the interrogation of ‘veneers’ of political order which can then mask or normalise everyday gendered insecurities. The analysis of country cases such as Myanmar, Cambodia and Fiji underscores a rethinking of the political order in the Asia Pacific which leaves existing gender inequalities intact. The chapters in this book were originally published in a special issue in the International Feminist Journal of Politics.

This book defines the relationship between gender and international security, analyzing and critiquing international security theory and practice from a gendered perspective. Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics. This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book examines the relationship between women, gender and the international security agenda, exploring the meaning of security in terms of discourse and practice, as well as the larger goals and strategies of the global women's movement. Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. As most prominently demonstrated by the UN Security Council Resolution 1325 (2001), activists for women's rights have increasingly framed women's rights and gender inequality as security issues in an attempt to gain access to the international security agenda, particularly in the context of the United Nations. This book explores the nature and implications of the use of security language as a political framework for women, tracing and analyzing the organizational dynamics of women's activism in the United Nations system and how women have come to embrace and been impacted by the security framework, globally and locally. The book argues that, from a feminist and human security perspective, efforts to engender the security discourse have had both a broadening and limiting effect, highlighting reasons to be sceptical of securitization as an inherently beneficial strategy. Four cases studies are used to develop the core themes: (1) the campaign to implement UN Security Council Resolution 1325; (2) the strategies utilized by those advocating women's issues in the security arena compared to those advocating for children; (3) the organizational development of the UN Development Fund for Women and how it has come to securitize women; and (4) the activity of the UN Peacebuilding Commission and its challenges in gendering its security approach. Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. Just as importantly, it addresses the gaps in knowledge on and the future direction of scholarship on WPS.
