This book seeks to help shape the debate surrounding power and polarity in the twenty-first century, both by assessing the likelihood of US decline and by analysing what each of the so-called 'rising powers' can do. As the twenty-first century moves out of its first decade, American supremacy continues to generate intense debate about the nature, quality and sustainability of US power. At the same time, significant developments in four rising powers - China, Russia, India and the European Union – have provoked analysts to ask whether multipolarity is a realistic prospect. Multipolarity in the 21st Century assesses the likelihood of a multipolar world developing, either by a marked US decline and or by the ability of these putative ‘rivals’ to continue to rise to the level necessary to be credibly considered a superpower. Written by a combination of emerging scholars and recognised experts, this volume will provide a timely and authoritative analysis of one of the most controversial and compelling security debates of the twenty-first century. This book will be of much interest to students of Security Studies, Foreign Policy and International Relations in general.

Experts consider whether American primacy will endure or if the future holds a multipolar world of several great powers. The unprecedented military, economic, and political power of the United States has led some observers to declare that we live in a unipolar world in which America enjoys primacy or even hegemony. At the same time public opinion polls abroad reveal high levels of anti-Americanism, and many foreign governments criticize U.S. policies. Primacy and Its Discontents explores the sources of American primacy, including the uses of U.S. military power, and the likely duration of unipolarity. It offers theoretical arguments for why the rest of the world will—or will not—align against the United States. Several chapters argue that the United States is not immune to the long-standing tendency of states to balance against power, while others contend that wise U.S. policies, the growing role of international institutions, and the spread of liberal democracy can limit anti-American balancing. The final chapters debate whether countries are already engaging in "soft balancing" against the United States. The contributors offer alternative prescriptions for U.S. foreign policy, ranging from vigorous efforts to maintain American primacy to acceptance of a multipolar world of several great powers. Contributors Gerard Alexander, Stephen Brooks, John G. Ikenberry, Christopher Layne, Keir Lieber, John Owen IV, Robert Pape, T. V. Paul, Barry Posen, Kenneth Waltz, William Wohlforth

An economic and military superpower with 20 percent of the world’s population, China has the wherewithal to transform the international system. Xi Jinping’s bold calls for China to “lead in the reform of the global governance system” suggest that he has just such an ambition. But how does he plan to realize it? And what does it mean for the rest of the world? In this compelling book, Elizabeth Economy reveals China’s ambitious new strategy to reclaim the country’s past glory and reshape the geostrategic landscape in dramatic new ways. Xi’s vision is one of Chinese centrality on the global stage, in which the mainland has realized its sovereignty claims over Hong Kong, Taiwan, and the South China Sea, deepened its global political, economic, and security reach through its grand-scale Belt and Road Initiative, and used its leadership in the United Nations and other institutions to align international norms and values, particularly around human rights, with those of China. It is a world radically different from that of today. The international community needs to understand and respond to the great risks, as well as the potential opportunities, of a world rebuilt by China.

Offering a consistent, future-oriented perspective, this important new study considers the positions of the United States and other world powers in a changing international system and outlines the priorities and constraints that may govern the conduct of American foreign policy in the decades to come. Focusing primarily on the breakdown of the bipolar system and its replacement by a multipolar system, the authors provide an analysis of great-power relations before and during the Cold War - one that challenges some of the prevailing notions about the lessons of the Cold War, examine the recent changes in international alliances and the future role that transnational actors may take in minimizing conflict, and consider the different arrangements under which this multipolar system can provide the most favorable environment for world peace.

The Kingdom of Saudi Arabia has established itself as the twelfth-largest economy in the world, the largest West Asian economic power, world’s largest oil producer, and a strong and capable force in international politics, particularly in the Sunni Islamic world. However, at present it is at crossroads. Should it continue as a ‘kingdom’ or usher in the process of inclusive political representation? This volume answers such questions and explores how the state is coping with domestic, regional and global developments to remain relevant in the changing times. It provides a holistic overview of a slew of economic, political, cultural, military and security policy measures that have been initiated by the government. The work also offers a detailed analysis of Saudi Arabia’s relations with three significant powers — USA, China and India — and how they are evolving under new geopolitical and geostrategic dynamics. This book will interest strategists, policymakers, researchers and students of international relations, geopolitics, political science and political economy as well as the informed reader.
