During the past several years, the world has entered the first phase of the Internet Revolution. Investors showed confidence and faith in the prospects of the Internet driven economy. In the US alone, some 30,000 dot com companies have sprung up to support electronic commerce with a wide variety of business models, technologies, and/or items or services to sell or even give away. Traditional businesses, so called brick and mortar, or offline, businesses, have started to respond to challenges by Internet based new competitors by augmenting their own businesses with Internet based, or online, businesses and/or filing lawsuits against them. The initial business to consumer orientation of electronic commerce is giving way to business to business commerce, with large corporations forming electronic exchanges or consortia to conduct commerce among members. Government, industry, and civic groups have started addressing social issues related to the Internet, such as taxation on electronic commerce, privacy, intellectual property rights, security, hacking, cyber crimes, digital divide, etc. Governments have started legitimizing electronic signatures and stepping up efforts to track down perpetrators of cyber crimes. The courts have started to wrestle with issues of privacy, intellectual property rights, crimes, and impediments to Internet driven economy.

This book uses the case of the rise and fall of the Internet gambling industry to illustrate a new approach to understanding how public policy is made in the United States. The theory advanced is that different phases of the policy process are governed by three distinct political dynamics: constraint, momentum, and discretion. The book maps this CMD model of the policy process onto the case of Internet gambling, examining the full range of political venues in which issues of public policy are acted upon. It argues that constraint rules the day in the early phases of the policy process, momentum builds in the middle, and discretion comes into play most prominently as the policy cycle concludes. This CMD model both draws attention to previously understudied elements of policymaking, and explores the dynamic and interrelated nature of these three phases of the policy process.

Fifty years ago, a UCLA computer science professor and his student sent the first electronic message over a network called ARPANET, a predecessor to the Internet. The intended message, the word "login", was truncated in a computer crash to "lo." Digital infrastructure has made significant advances since then, but key decision points in the history of the Internet continue to reverberate today and have done much to shape not only cyberspace, but the twenty-first century. In Forks in the Digital Road, Scott J. Shackelford and Scott O. Bradner revisit the key decision points in the history of cybersecurity and Internet governance, revealing the alternative paths or "forks" that existed at the time and addressing the question of "what if?". What if encryption was built into the Internet's architecture from the beginning? What if Section 230, which shields Internet platforms from civil liability, had taken a different form? What if Cerf and Kahn had structured TCP/IP in another way? What if Tim Berners-Lee had taken the advice of counsel and patented the World Wide Web? And what if the US government had not gotten directly involved with Internet governance in 1998, or elected not to help launch a new era of cyber conflict in 2006? Peterson 1. 1 Introduction The Mosaic browser, the ? rst to support graphics, was introduced in 1993 and, at some point during that year, the ? rst map was transmitted through the Internet to a web page. Little notice was taken of the ? rst web map but the development of Internet cartography since has been nothing but remarkable. The new medium of communication changed maps from static entities on paper to dynamic products of interaction. Millionsof maps are now created by servers every hour and transmitted through the Internet. When we need to ? nd a place or ? nd out about a place, we turn immediately to these servers through the Internet. In a few short years, the World Wide Web has transformed the Internet into the primary medium for the dissemi- tion of spatial information in the form of maps.
