China is intensely conscious of its status, both at home and abroad. This concern is often interpreted as an undivided desire for higher standing as a global leader. This book investigates whether a power shift has taken place in the Asia-Pacific region since the end of the Cold War. By systematically examining the development of power dynamics in Asia-Pacific, it challenges the notion that a wealthier and militarily more powerful China is automatically turning the regional tides in its favour. With a special emphasis on Sino-US competition, the book explores the alleged linkage between the regional distribution of relevant material and immaterial capabilities, national power and the much-cited regional power shift. The book presents a novel concept for measuring power in international relations by outlining a composite index on aggregated power (CIAP) that includes 55 variables for 44 regional countries and covers a period of twenty years. Moreover, it develops a middle power theory that outlines the significance of middle powers in times of major power shifts. By addressing political, military and economic cooperation via a structured-focused comparison and by applying a comparative-historical analysis, the book analyses in depth the bilateral relations of six regional middle powers to Washington and Beijing.

China is building a New Silk Road that runs through the heartland of the Muslim world, promising it will create integrated economies and stronger ties across Eurasia and Africa. Robert R. Bianchi argues that while China has the financial and technical resources to accomplish its infrastructure goals, it is woefully unprepared to deal with the social and political demands of its partner countries' citizens. China and the Islamic World explores how China's leaders and citizens are learning-through their relationships with Pakistan, Turkey, Indonesia, Iran, Nigeria and Egypt-that they have to respect and adjust to the aspirations of ordinary people throughout the Islamic world, not just cater to the narrow band of government and business elites. Bianchi demonstrates that turbulent countries along the New Silk Road are likely to transform Chinese society at least as much as China changes them. This realization will be deeply unsettling for China's authoritarian rulers, who desperately want to monopolize power domestically. The party and state bosses have responded to challenges with a contradictory blend of flexibility abroad and rigidity at home, compromising with popular demands in one country after another while refusing to negotiate many of the same issues with their own citizens. This book shows how China faces a growing struggle to maintain their double-sided statecraft as it becomes apparent that the New Silk Road is not a one way street.

Although inter-state tensions have generally been easing after the Cold War, military power remains a dominant factor in Asian regional politics. As China, operating the world's largest army, grows stronger, there are ongoing debates over the implications for Asia's regional security. This book argues that it is imperative to look beyond the empirical observations and conventional materialist reading of Chinese military development to understand its dynamics and directions in doctrinal terms and put it in a readiness context for evaluation. Military doctrine has long been under-studied and is often treated as a subject separate from force development. But, as this study contends, this factor is necessary for interpreting the making and purposes of China's military power because it forms the intellectual foundation of military structural and hardware development. When loaded with political rhetoric, it also communicates to us the intended uses of the military power. The role of doctrine is reinforced in the context of military readiness, which defines what for and how the army is getting ready. Force development is evaluated in structural, operational and directional terms. The importance of this analytical framework based on military doctrine and readiness is demonstrated in a survey of the evolutionof Chinese military doctrine and force development. As the Chinese People's Liberation Army has continued to adjust its military structure and operation to follow the doctrinal lead, its switches between the doctines of local war and total war have seen corresponding changes to the emphasis between operational and structural readiness.

Global Governance, Conflict and China sheds a unique perspective on China’s normative behaviour in the realm of collective security, peacekeeping, arms control, the war on terror and post-conflict justice. This analysis engages with an Asian epistemological framework whose relational thought borrows from the context – space and time alike – that informs China’s principle-driven conduct on the international plane. Through the lens of relational governance, this work develops a new theory on the relational normativity of international law (TORNIL) that identifies the interdependent sources that underpin China’s international legal argument, i.e. norms, values and relationships. Without a fertile soil in which those conflicting relationships between share- and stakeholders can be rebuilt, international laws governing (post-conflict) violence cannot restore and maintain peace, humanity and accountability.
