Global climate change is perceived to be one of the biggest challenges for international politics in the 21st century. This work seeks to fuse a global governance perspective together with different interpretive approaches, offering a novel way of looking at international climate politics. Equipped with a common interpretive tool-kit, the authors examine different issue-areas and excavate the contours of an overall pattern – the depoliticisation of climate governance. It is this concept which represents the overarching theme connecting the different contributions, addressing issues such as how the securitization of climate change conceals its socio-economic roots; how highly political decisions and value-judgements are couched in the terms of science; how the reframing of climate change as a matter of economic calculation and investment narrows the scope of political action; and how the prevailing concentration on technological solutions to climate change turns it into a mere administrative issue to be tackled by experts. Highlighting the depoliticisation of highly political issues provides a means to bring the political back into one of the most important issue areas of 21st century world politics. The editors have assembled a series of 14 interpretive inquiries into discourses of global climate governance which aim to flesh out an interpretive methodology, demonstrating the value it offers to those seeking to achieve a better understanding of global climate governance. This work will be of great interest to students and scholars of environmental politics, political theory and climate change.

This book is based on the assumption that great powers determine global politics and, in this instance, environmental politics. It addresses the approaches of both established and rising powers and their implications for the advancement of international climate negotiations. The new introduction looks at the key developments in this realm since 2013, examining the bilateral deals between China and the United States and the results of the UNFCCC’s 21st Convention of the Parties (COP) convening at Paris in 2015. Two key features link the contributions of this volume: their underlying assumption that major powers are the central actors in determining global environmental politics; and their assessment of, and implications of, the approaches both of rising and established major powers for global climate norms. One key argument of this volume is that today’s geopolitics are about who gets how much in the fiercely competitive race over the available ‘carbon space’. The book concludes that prudently balancing power in the new century requires a fair sharing of burden among the existing and emerging powers. In light of such burden-sharing, pluralistic domestic politics as well as diverging normative beliefs and worldviews require consideration of different conditions, even if historical legacies of the industrialised world have increasingly been put into question as a political argument by the United States. Global climate governance has presented problems that have led to failures, yet it has also opened the door to new transregional governance schemes, especially in North America. This book introduces an environmental dimension into the concept of governance. Almost fifteen years after the climate global governance concept emerged, results worldwide have not been as favorable as expected. This book details previous discussions about the concept of global climate governance and its limits. It highlights how the Kyoto Protocol has a limited design taking into account a national approach to global, regional, and transnational problems, had no obligatory mechanisms for implementation and explains the emergence of new polluters not committed under it such as China and India. Furthermore this book explores other levels of authority such as regional institutions - the North American agreement on trade (NAFTA) and on environment (NAAEC), as well as the regional energy working group (NAEWG). The author puts forward a theoretical proposal for re-territorialization and coordination of policies for climate change into new forms of articulating interests in what she terms transnational green economic regions (TGERs) and tests this on two case studies - the Regional Greenhouse Gas Initiative (RGGI) and the Western Climate Initiative (WCI). This study presents the challenges and opportunities of a transregional approach in North America.
