Drawing on decolonial perspectives on peace, statehood and development, this illuminating book examines post-liberal statebuilding in Central Asia. It argues that, despite its emancipatory appearance, post-liberal statebuilding is best understood as a set of social ordering mechanisms that lead to new forms of exclusion, marginalization and violence. Using ethnographic fieldwork in Southern Kyrgyzstan, the volume offers a detailed examination of community security and peacebuilding discourses and practices. Through its analysis, the book highlights the problem with assumptions about liberal democracy, modern statehood and capitalist development as the standard template for post-conflict countries, which is widespread and rarely reflected upon.

Long considered a subfield of international relations and political science, Peace Studies has solidified its place as an interdisciplinary field in its own right with a canon, degree programs, journals, conferences, and courses taught on the subject. Internationally renowned centers offering programs on Peace and Conflict Studies can be found on every continent. Almost all of the scholars working in the field, however, are united by an aspiration: attaining Peace, whether “positive” or “negative.” The telos of peace, however, itself remains undefined and elusive, notwithstanding the violence committed in its name. This edited volume critically interrogates the field of peace studies, considering its assumptions, teleologies, canons, influence, enmeshments with power structures, biases, and normative ends. We highlight four interrelated tendencies in peace studies: hypostasis (strong essentializing tendencies), teleology (its imagined “end”), normativity (the set of often utopian and Eurocentric discourses that guide it), and enterprise (the attempt to undertake large projects, often ones of social engineering to attain this end). This book develops a novel approach to peace and conflict studies, through an original application of the philosophy of Jacques Derrida to the post-conflict politics of Northern Ireland and Bosnia and Herzegovina. Based on new readings of the peace agreements and the post-conflict political systems, the book goes beyond accounts that present a static picture of ‘fixed divisions’ in these cases. By exploring how formal electoral politics and the informal political spheres of artistic, cultural, judicial and protest movements already contest the politics of division, the book argues that the post-conflict political systems in Northern Ireland and Bosnia and Herzegovina are in a process of deconstruction. The text adds to the Derridean lexicon by developing the idea of a ‘deconstructive conclusion’, which challenges historical understandings of conflicts at the same time as challenging their consequences in the present. The study provides a critical contribution to peacebuilding and International Relations literature, by demonstrating how Derridean concepts can be utilised to provide fresh understandings of conflict and post-conflict situations, as well as allowing for political interventions to be made into these processes.

This book challenges the understanding of ‘difference’ in the field of peacebuilding and offers new ways to consider diversity in the context of international interventions. International peacebuilding as a practice and academic field has always been embroiled in the ‘problem’ of difference. For mainstream scholars and policy-makers, local views, histories, and cultural codes are often seen as an obstacle on the way to peace. For critical scholars, international interventions have failed because of the very superficial attention given to the needs, values, and experience of the people in post-conflict societies. Yet the current proposals of hybrid peace and emancipation seem to reproduce Eurocentric lenses and problematic binaries. Differently inspired by feminist, post-structuralist, and new materialist perspectives, the authors assembled in this volume give sustained attention to the theorisation and practice of difference. Taken together, these contributions show that differences are always multidimensional, non-essential, and are reflections of broader power and gender inequalities. This book thus makes a major contribution to the field of critical peacebuilding by revisiting the ‘problem’ of difference.
