Promotion of the low risk "ABC" behaviors--Abstinence, Being faithful, and Condom use--has had only limited success in Africa. This book draws on a large qualitative study affiliated with an adolescent intervention trial to examine how ABC promotion can be improved. It evaluates the MEMA kwa Vijana sexual health program, which was implemented in 62 primary schools and 18 health facilities in rural Tanzania, scrutinizing its teacher-led curriculum, peer education, youth-friendly health services, youth condom distribution, and community mobilization components. The book examines how implementing such a low-cost, large-scale program involved many compromises, including those between national policies and international "best practice" recommendations, between the most desirable intervention design and one that was affordable and sustainable at a large scale, between optimal teaching methods and real-world teaching capacity, between ideal curriculum content and what was acceptable to the local community, and between adults' values and youths' realities. The program's impact is evaluated by triangulating findings from three person-years of participant observation, in-depth interviews, survey interviews, and biomedical tests. The book also provides in-depth case studies to examine the motivations and strategies of extraordinary young people who practiced ABC behaviors. It outlines broad principles for ABC promotion, including: acknowledging existing youth sexual relationships; promoting each low risk behavior in complexity and depth; working with preexisting, culturally compelling motivations; and intervening at individual, interpersonal, community, and structural levels. Many recommendations for the promotion of specific ABC behaviors are discussed, such as reducing pressures and incentives for girls to have sex; targeting male risk-perception and self-preservation; promoting alternative forms of masculinity than sexual conquest; strengthening premarital and marital relationships; tailoring fidelity programs for hidden couples, couples planning to marry, and monogamous and polygynous married partners; and addressing pleasure, trust, pregnancy prevention, and fertility protection in condom promotion. The book concludes with additional recommendations specific to school programs, and a review of promising complementary interventions for out-of-school youth, women, men, couples, and parents.

Although many years have elapsed since the demise of Biafra, it still remains an intractable unfinished business that seriously threatens the corporate existence of Nigeria. Most of the literature on Biafra tended to dwell more on the historical and political analysis of the war and how the factors that engendered it could be tackled. It appears however, that no ethical analysis of the issues involved in the Biafran war has been carried out in any significant academic endeavour, hence the reason and need for a critical analytical survey of the ethical and political implications of the role of the world community in the unprecedented events that took place in Biafra. The purpose of this book is, first, to understand the twist and turns of the events and issues involved in the Biafran crisis and the role the international community played in the war. Second is to articulate the complex nature of humanitarian intervention and to stress the relevance of ethics, its interpenetration, and tandem relationship with international relations on a broader level, and in particular, humanitarian intervention as a foreign policy action. The main claim of our argument is that ethics is part and parcel of international relations. Divorcing ethics from international relations leads to amorality that threatens the world order. In other words, it is argued that ethical considerations should guide international affairs and the undertaking of humanitarian intervention. Behind this basic thesis, the book defends the idea of a global ethic. Global ethic means an ethic which acknowledges respect for human life and the interconnectedness and interdependence of all human beings. It is an ethic which transcends the circumscribed confines of national boundaries and economic and geopolitical interests and opens them up to the larger urgent need, well-being, peaceful coexistence, and sustainability of the larger world community. With the end of the Cold War has come an upsurge in humanitarian interventions-military campaigns aimed at ending mass atrocities. These wars of rescue, waged in the name of ostensibly universal norms of human rights and legal principles, rest on the premise that a genuine "international community" has begun to emerge and has reached consensus on a procedure for eradicating mass killings. Rajan Menon argues that, in fact, humanitarian intervention remains deeply divisive as a concept and as a policy, and is flawed besides. The advocates of humanitarian intervention have produced a mountain of writings to support their claim that human rights precepts now exert an unprecedented influence on states' foreign policies and that we can therefore anticipate a comprehensive solution to mass atrocities. In The Conceit of Humanitarian Intervention, Menon shows that this belief, while noble, is naïve. States continue to act principally based on what they regard at any given time as their national interests. Delivering strangers from oppression ranks low on their list of priorities. Indeed, even democratic states routinely embrace governments that trample the human rights values on which the humanitarian intervention enterprise rests. States' ethical commitment to waging war to end atrocities remains episodic and erratic-more rhetorical than real. And when these missions are undertaken, the strategies and means used invariably produce perverse, even dangerous results. This, in no small measure, stems from the hubris of leaders-and the acolytes of humanitarian intervention-who have come to believe that they possesses the wisdom and wherewithal to bestow freedom and stability upon societies about which they know little.
