The book explores the landmark events in this history:the great 19th century diasporas, resulting from relaxation of official controls on the movement of people; the early passport regime regulating the movement of "ticket-of-leave" convicts; the establishment of the centralised passport system during World War I; the enactment of the first passport legislation for the Commonwealth, The Passports Act 1920, and the reaction of some Australians who felt the new law infringed the liberties of the British subject; changes to the laws in 1938 such that possession of a passport was no longer mandatory for an Australian to travel, though still a practical necessity; the use of the government's discretionary power to cancel or withhold passports to inhibit the movement of individual communists; the establishment of Australian citizenship in 1948 - the basis for possession of an Australian passport; the removal of the word "British" from the cover in 1967; the effects of globalisation and heightened security in the late 20th and early 21st century. It also touches on the lives of individuals: boxer Les Darcy, journalist Wilfred Burchett, and General Sir Thomas Blamey, are among the many Australians featuring in these pages. This report examines how lessons learnt from the introduction of ePassports will be incorporated into future projects; the cost of authenticating applicants' identities; passport fee trends; the measures being taken by the Identity and Passport Service (IPS) to hold down passport fees; and working with others to reduce costs and improve border security. An ePassport contains an electronic chip storing biographical data and a digital facial image of the passport holder. From 2009 new second generation ePassports will incorporate the fingerprints of the passport holder. Passport fees have risen ahead of inflation since September 2003 to fund ePassport technology and other projects intended to improve the security of the UK passport. From 2009 all passport applicants will have to attend in person to provide fingerprints for inclusion in second generation ePassports. The set-up cost of data collection, validation and storage necessary to introduce these changes will be substantial. During 2007 IPS has been introducing personal interviews at its 69 new interviewing offices for first time adult passport applicants. At least one of the 69 offices is intended to be within an hour's travel by public or private transport for 95% of the UK population (except in remote locations). But elderly and disabled people may still face difficulties in making the journey. With the introduction of second generation ePassports, all applicants will need to attend a local office to give their fingerprints. The long term durability of the chip embedded in the ePassport book is unproven.

In this remarkable book, Albert Baiburin provides the first in-depth study of the development and uses of the passport, or state identity card, in the former Soviet Union. First introduced in 1932, the Soviet passport took on an exceptional range of functions, extending not just to the regulation of movement and control of migrancy but also to the constitution of subjectivity and of social hierarchies based on place of residence, family background, and ethnic origin. While the basic role of the Soviet passport was to certify a person’s identity, it assumed a far greater significance in Soviet life. Without it, a person literally ‘disappeared’ from society. It was impossible to find employment or carry out everyday activities like picking up a parcel from the post office; a person could not marry or even officially die without a passport. It was absolutely essential on virtually every occasion when an individual had contact with officialdom because it was always necessary to prove that the individual was the person whom they claimed to be. And since the passport included an indication of the holder’s ethnic identity, individuals found themselves accorded a certain rank in a new hierarchy of nationalities where some ethnic categories were ‘normal’ and others were stigmatized. Passport systems were used by state officials for the deportation of entire population categories – the so-called ‘former people’, those from the pre-revolutionary elite, and the relations of ‘enemies of the people’. But at the same time, passport ownership became the signifier of an acceptable social existence, and the passport itself – the information it contained, the photographs and signatures – became part of the life experience and self-perception of those who possessed it. This meticulously researched and highly original book will be of great interest to students and scholars of Russia and the Soviet Union and to anyone interested in the shaping of identity in the modern world.
