Depuis le début des années quatre-vingt, la décentralisation a profondément renouvelé, en France, l'organisation des pouvoirs et de la gestion des politiques publiques. Villes, départements, régions, libérés de l'archaïque tutelle de l'État, sont devenus de véritables lieux de décision, et des acteurs économiques à part entière. Ce nouveau partage du pouvoir, entre le centre et la périphérie, sur fond d'accélération du processus d'unification européenne, a ouvert un champ - largement inexploré - d'évolutions de tous ordres, remettant peu à peu en cause le modèle jacobin de l'État-Nation. À un moment où les doutes et les interrogations se multiplient, où de nombreuses voix s'élèvent pour défendre le « bilan positif », ou pour dénoncer au contraire les « effets pervers » des réformes locales, cet ouvrage ambitieux, qui réunit les contributions des meilleurs spécialistes, tente - pour la première fois - de dresser un « état » précis et fiable de la décentralisation en France. On y trouvera une évaluation de l'ampleur de cette « révolution silencieuse », et de l'impact des mutations, qu'elle induit dans tous les domaines. Mais aussi une analyse de l'efficacité des politiques mises en œuvre, de leurs acquis et de leurs limites, de leurs dysfonctionnements et de leurs perspectives d'avenir. Parce qu'elle est seule en mesure d'apporter des solutions de proximité aux grands problèmes de notre société, la décentralisation reste une réponse adaptée à la crise de l'État. L'Institut de la décentralisation, créé en 1986, réunit élus, experts, universitaires, hauts fonctionnaires et responsables économiques. In The Oxford Handbook of the Ancien Régime, an international team of thirty contributors survey and present current thinking about the world of pre-revolutionary France and Europe. The idea of the Ancien Régime was invented by the French revolutionaries to define what they hoped to destroy and replace. But it was not a precise definition, and although historians have found it conceptually useful, there is wide disagreement about what the Ancien Régime's main features were, how they worked, how old they were, how far they stretched, how dynamic or inert they were, and how far the revolutionaries succeeded in their ambitions to eradicate them. In this wide-ranging and authoritative collection, old and newer areas of research into the Ancien Régime are presented and assessed, and there has been no attempt to impose any sort of consensus. From Subject to Citizen offers an original account of the Second Empire (1852-1870) as a turning point in modern French political culture: a period in which thinkers of all political persuasions combined forces to create the participatory democracy alive in France today. Here Sudhir Hazareesingh probes beyond well-known features of the Second Empire, its centralized government and authoritarianism, and reveals the political, social, and cultural advances that enabled publicists to engage an increasingly educated public on issues of political order and good citizenship. He portrays the 1860s in particular as a remarkably intellectual decade during which Bonapartists, legitimists, liberals, and republicans applied their ideologies to the pressing problem of decentralization. Ideals such as communal freedom and civic cohesion rapidly assumed concrete and lasting meaning for many French people as their country entered the age of nationalism. With the restoration of universal suffrage for men in 1851, constitutionalist political ideas and values could no longer be expressed within the narrow confines of the Parisian elite. Tracing these ideas through the books, pamphlets, articles, speeches, and memoirs of the period, Hazareesingh examines a discourse that connects the central state and local political life. In a striking reappraisal of the historical roots of current French democracy, he ultimately shows how the French constructed an ideal of citizenship that was "local in form but national in substance."
