Premature deterioration of concrete at the joints in concrete pavements and parking lots has been reported across the northern states. The distress may first appear as shadowing when microcracking near the joints traps water, or as cracks parallel to and about 1 inch from the saw cut. The distress later exhibits as a significant loss of material. Not all roadways are distressed, but the problem is common enough to warrant attention. The aim of the work being conducted under this and parallel contracts was to improve understanding of the mechanisms behind premature joint deterioration and, based on this understanding, develop training materials and guidance documents to help practitioners reduce the risk of further distress and provide guidelines for repair techniques. While work is still needed to understand all of the details of the mechanisms behind premature deterioration and the prevention of further distress, the work in this report has contributed to advancing the state of the knowledge.

Because of widespread disagreement about the desirability of expansion joints in concrete pavements, the Public Roads Administration (PRA) decided early in 1940 to sponsor cooperative experimental research projects in Kentucky, Michigan, Minnesota, Oregon, California and Missouri. Design of the seven experimental sections in each state is described. Paper 1: The performance of sealing materials for sawed joints is being studied by a laboratory test in which the joints are opened and closed at speeds of the order of 1/32 inch per hour. The sealers are applied to sawed joints which are initially 1/8 or 3/16 inch wide and which are usually opened an additional 1/8 inch at 0 F during the tests. Paper 2: 16 laboratories were asked to participate in the evaluation of bond-ductility, flow, and penetration tests for joint sealing compounds. three hot-poured type rubber -asphalt sealants were used in this testing program. the material samples, together with special mortar test blocks for the bond-ductility test, were sent to all participants from one centralized source, the federal specification SS-R-406C procedure was used, emphasizing certain details in order to have the test better controlled.

Joints are placed in Portland cement concrete pavements (PCCP) to control random cracking. These joints provide a weakened plane that enables a crack to form in a controlled manner, relieving residual stresses that develop when thermal, hygral, or hydration movements are resisted by sub grade and adjoining pavement. While the concept of creating a weakened plane through saw-cutting is straightforward, determining the time and depth of the saw-cut has proven to be complicated. The goal of this project was to reduce the risk for joint raveling and random cracking. Specifically, this project has focused on: developing a procedure for determining the appropriate saw-cutting time window for typical pavements constructed in the state of Indiana, determining the depth of the saw-cut that minimizes the risk of micro-cracking and random crack development, and developing tools and training materials for paving contractors and state inspectors that aid in implementing the findings of this study in concrete pavements. Toward this end the project was divided into three phases. The first phase of the project consisted of shadowing five pavement projects in Indiana. The second phase of this work the development and commissioning of a new tensile wedge testing approach to determine the early age properties of concrete. Finally, finite element simulations were performed to simulate the early-age behavior of pavements constructed under a variety of saw-cutting sequences and environmental conditions. A strength reduction factor was computed based on the depth of the saw-cut. It was shown that the time of the saw-cut introduction needs to occur before the residual stress divided by the product of the strength reduction factor and tensile strength was equal to unity. It was also shown that shallower saw-cut depths were more prone to construction and material property variability.
