The pressure to be seen to be making cuts across the public sector is threatening to undermine both the Government's good record on investment in science and the economic recovery. Whilst the contribution of a strong domestic science base is widely acknowledged, methodological problems with quantifying its precise value to the economy mean that it is in danger of losing out in Whitehall negotiations. Scientists are under increasing pressure to demonstrate the impact of their work and there is concern that areas without immediate technology applications are being undervalued. The Committee believes the Government faced a strategic choice: invest in areas with the greatest potential to influence and improve other areas of spending, or make cuts of little significance now, but that will have a devastating effect upon British science and the economy in the years to come.

Selling science has become a common practice in contemporary universities. This commodification of academia pervades many aspects of higher education, including research, teaching, and administration. As such, it raises significant philosophical, political, and moral challenges. This volume offers the first book-length analysis of this disturbing trend from a philosophical perspective and presents views by scholars of philosophy of science, social and political philosophy, and research ethics. The epistemic and moral responsibilities of universities, whether for-profit or nonprofit, are examined from several philosophical standpoints. The contributors discuss the pertinent epistemological and methodological questions, the sociopolitical issues of the organization of science, the tensions between commodified practices and the ideal of "science for the public good," and the role of governmental regulation and personal ethical behavior. In order to counter coercive and corruptive influences of academic commodification, the contributors consider alternatives to commodified research and offer practical recommendations for establishing appropriate research standards, methodologies and institutional arrangements, and a corresponding normative ethos.

In Canada, science is as much a provincial endeavour as it is a national one. Science has the potential to inform policy development and enhance public welfare in areas such as security, health, the environment, education, and social policy. Investments in science can create new economic opportunities and help develop the knowledge and social capital of specific regions. Realizing these benefits, however, requires effective science policies across all levels of government. To inform ongoing work relating to provincial science policy, the Alberta Government asked the Council of Canadian Academies to convene an expert workshop to identify key considerations for science policies relevant to subnational jurisdictions, and specifically to Canadian provinces. The workshop, held November 21-22, 2016 in Canmore, Alberta, brought together perspectives from academia, government, research institutions, and industry. The final report of the Workshop Steering Committee, Science Policy: Considerations for Subnational Governments, is an insightful, high-quality study that identifies key considerations for the development of science policies and is intended to be used as a roadmap to guide conversations and inform decision-making about science policies at the subnational level.

The patenting and licensing of human genetic material and proteins represents an extension of intellectual property (IP) rights to naturally occurring biological material and scientific information, much of it well upstream of drugs and other disease therapies. This report concludes that IP restrictions rarely impose significant burdens on biomedical research, but there are reasons to be apprehensive about their future impact on scientific advances in this area. The report recommends 13 actions that policy-makers, courts, universities, and health and patent officials should take to prevent the increasingly complex web of IP protections from getting in the way of potential breakthroughs in genomic and proteomic research. It endorses the National Institutes of Health guidelines for technology licensing, data sharing, and research material exchanges and says that oversight of compliance should be strengthened. It recommends enactment of a statutory exception from infringement liability for research on a patented invention and raising the bar somewhat to qualify for a patent on upstream research discoveries in biotechnology. With respect to genetic diagnostic tests to detect patient mutations associated with certain diseases, the report urges patent holders to allow others to perform the tests for purposes of verifying the results.
