At the heart of the 2030 Agenda was a promise to prioritize two objectives: to eradicate poverty and end hunger and malnutrition in all their forms. While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

Six years from 2030, hunger and food insecurity trends are not yet moving in the right direction to end hunger and food insecurity (SDG Target 2.1) by 2030. The indicators of progress towards global nutrition targets similarly show that the world is not on track to eliminate all forms of malnutrition (SDG Target 2.2). Billions of people still lack access to nutritious, safe and sufficient food. Nevertheless, progress in many countries provides hope of the possibility of getting back on track towards hunger and malnutrition eradication. Implementing the policies, investments and legislation needed to revert the current trends of hunger, food insecurity and malnutrition requires proper financing for food security and nutrition. Despite a broad agreement on the urgent need to increase financing for food security and nutrition, the same cannot be said for a common understanding regarding how this financing should be defined and tracked. The report provides a long-awaited definition of financing for food security and nutrition and guidance for its implementation. There are recommendations regarding the efficient use of innovative financing tools and reforms to the food security and nutrition financing architecture. Establishing a common definition of financing for food security and nutrition, and methods for its tracking, measurement and implementation, is an important first step towards sustainably increasing the financing flows needed to end hunger, food insecurity and all forms of malnutrition, and to ensure access to healthy diets for all, today and tomorrow.

Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Sin embargo, los progresos registrados en muchos países infunden esperanza en que es posible volver al camino hacia la erradicación del hambre y la malnutrición.Con objeto de poner en práctica las políticas, inversiones y leyes necesarias para invertir las actuales tendencias del hambre, la inseguridad alimentaria y la malnutrición será preciso financiar debidamente la seguridad alimentaria y la nutrición. Aunque es amplio el acuerdo suscitado por la urgencia que reviste financiar la cuestión de la seguridad alimentaria y la nutrición, no cabe decir lo mismo en cuanto a la comprensión común de la manera de definir esta financiación y darle seguimiento. En el informe figura la esperada definición de financiación para la seguridad alimentaria y la nutrición, así como orientación para su aplicación.En el informe figuran recomendaciones respecto del uso eficiente de instrumentos innovadores de financiación y de reformas de la arquitectura de la financiación para la seguridad alimentaria y la nutrición. El establecimiento de puntos en común en relación con la definición de la financiación para la seguridad alimentaria y la nutrición, así como de los correspondientes métodos de seguimiento, medición y aplicación, es un primer paso importante hacia el aumento sostenible de los flujos de financiación necesarios para acabar con el hambre, la inseguridad alimentaria y todas las formas de malnutrición y garantizar el acceso a dietas saludables para todos hoy y mañana.

Des milliards de personnes n’ont toujours pas accès à une alimentation nutritive, saine et suffisante. Pour autant, les progrès accomplis dans de nombreux pays permettent d’espérer un retour sur la voie de l’élimination de la faim et de la malnutrition.La mise en œuvre des politiques, des investissements et des lois nécessaires pour inverser les tendances actuelles de la faim, de l’insécurité alimentaire et de la malnutrition nécessite un financement de la sécurité alimentaire et de la nutrition qui soit à la hauteur des enjeux. La nécessité d’augmenter d’urgence le financement au service de la sécurité alimentaire et de la nutrition fait certes l’objet d’un large accord, mais il n’en va pas de même pour ce qui est de la définition et du suivi de ces financements. Le rapport propose une définition très attendue de la notion de financement au service de la sécurité alimentaire et de la nutrition et des conseils sur sa mise en œuvre.On y trouvera des recommandations en vue d’une utilisation efficace d’outils de financement novateurs et d’une réforme de l’architecture du financement pour la sécurité alimentaire et la nutrition. Établir une définition commune du financement au service de la sécurité alimentaire et de la nutrition et des méthodes de suivi, de mesure et de mise en œuvre, est un premier pas important vers une augmentation continue des flux financiers nécessaires pour éliminer la faim, l’insécurité alimentaire et la malnutrition sous toutes ses formes et assurer à tous l’accès à une alimentation saine, aujourd’hui et demain.

Тем не менее достигнутые многими странами успехи вселяют надежду на то, что работа по ликвидации голода и неполноценного питания еще может быть выполнена в установленные сроки.Для реализации мер политики, осуществления инвестиций и принятия законодательных актов, необходимых для обращения вспять наблюдаемых тенденций в плане голода, отсутствия продовольственной безопасности и неполноценного питания требуется надлежащее финансирование деятельности по обеспечению продовольственной безопасности и питания. Стороны в целом согласны, что существует острая необходимость наращивать финансирование такой деятельности, но нельзя утверждать, что мире достигнуто такое же взаимопонимание по вопросу том, как определять и отслеживать такое финансирование. В докладе сформулировано определение финансирования деятельности по обеспечению продовольственной безопасности и питания, которого ожидают уже не первый год, и даны практические рекомендации по его привлечению.Авторы дают рекомендации по эффективному использованию инновационных финансовых инструментов и реформированию системы финансирования такой деятельности. Важным первым шагом на пути к устойчивому наращиванию финансовых потоков, необходимых как для ликвидации голода, отсутствия продовольственной безопасности и всех форм неполноценного питания, так и для обеспечения всеобщего доступа к здоровому рациону в настоящем и в будущем, станет выработка общего определения финансирования деятельности по обеспечению продовольственной безопасности и питания и методов его отслеживания, измерения и привлечения в реальных условиях.
