How can today's workforce keep pace with an increasingly competitive global economy? As new technologies rapidly transform the workplace, employee requirements are changing and workers must adapt to different working conditions. This volume compares new evidence on the returns from worker training in the United States, Germany, France, Britain, Japan, Norway, and the Netherlands. The authors focus on Germany's widespread, formal apprenticeship programs; the U.S. system of learning-by-doing; Japan's low employee turnover and extensive company training; and Britain's government-led and school-based training schemes. The evidence shows that, overall, training in the workplace is more effective than training in schools. Moreover, even when U.S. firms spend as much on training as other countries do, their employees may still be less skilled than workers in Europe or Japan. Training and the Private Sector points to training programs in Germany, Japan, and other developed countries as models for creating a workforce in the United States that can compete more successfully in today's economy.

Introduction While there have been numerous studies devoted to examining the Impact of governmental training programs on workers who have experienced difficulties in the labor market, there has been remarkably little research on the actual occurrence and consequences of training provided by the private sector. This training for young workers has been estimated to potentially cost over$25 billion a year In the U.S. Apart from governmental training programs, the discussion of the role of human capital Investments on wage determination has focused largely on schooling. Understanding the effect of schooling helps explain differences In levels of wages but does not go far in explaining shapes of wage profiles. Wage profiles Instead may be explained by a variety of factors including post-schooling human capital Investments. Unfortunately, while data on schooling is readily available, this type of data is not easily found on post-schooling Investments. Consequently, few researchers have been able to examine directly the Impact of private sector training on wages and many have had to infer the Impact of this source of human capital from the shape of wage profiles. Given the potential long term consequences of training (or lack of) in the early years of a workers labor market experience, it would be useful to have a better understanding of the early training experience of young workers and the long term Impact of this on their wages. Studies such as Mincers (197A) fundamental work, Carmichael(1985), Chapman and Tan(1980), Hashimoto(1981), Ohashl (1983), Hanushek and Quigley(1985), and Gustman and Stelnmeler (1981)have attempted to model, theoretically andor empirically, the returns to on-the-job training and schooling. About 1.5 billion people, most of the world’s poor, live on small farms in developing countries. Improving livelihoods requires investing in their “agriculture human capital”: skills, abilities and knowledge, social and personal attributes and experience to enable them to farm productively and sustainably. These include technical agricultural skills in crops and livestock, business skills in marketing, records, as well as functional skills such as empowerment, leadership, and innovation. There is high demand for human capital development but public agencies often cannot provide it and smallholders cannot afford to pay for it. There is great need for it as agriculture becomes more commercial, information- and skill-intensive and climate change increases weather hazards. This brief aims to assess the private sector’s role in developing smallholder human capital, and the advantages, limitations and challenges of this involvement. It outlines how development agencies and governments can facilitate the private sector to increase investment. The brief concludes with recommendations on how development agencies and governments can support and facilitate private sector investment. The main providers of non-formal agricultural train ing are extension and advisory services (EAS), mainly government, private companies, NGOs and farmer organizations. Other providers include agricultural technical and vocational education and training centres, on-the-job training such as internships, and informal interaction between farmers.

Despite its vital role in development to increase access to sustainable income, skills training has been experiencing severe problems worldwide, such as lack of physical, legal and educational infrastructure, absence of a win-win based cooperation between the private sector and vocational education and training agencies as well as matters of financing. It is difficult to close the gap between the supply of labour and the demands of the market, which exacerbates the exclusion of the base of the pyramid from the economy, especially in a globalizing world where the technological requirements are changing rapidly. Private sector, on the other hand, has significant potential to address the deficiencies in skills development and bridge the gap between what the labour force has to offer and what the industry demands. The companies can contribute to the skills training process, which in turn can provide the required skilled employees for the market and offer employment opportunities, particularly to the disadvantaged. Private sector will not only help to improve national competitiveness and realize an increase in its profitability due to the availability of a better trained staff, but also improve the inclusiveness of the market. The publication is intended to be a first step towards generating knowledge on the role of private sector in skills generation for increased inclusiveness and employability. It includes several case studies from Turkey, in which the private sector has created significant added-value through private sector-led or PPP models of skills design and delivery. It elaborates on the lessons-learned from these cases to pave the way for further action and research on how business actors can contribute to skills development, especially for the disadvantaged. The publication will lead to further research products and reports, and eventually toolkits on how to mobilize and engage the private sector in skills generation for better development results. Workshops will be organized for the private sector, governments and other relevant stakeholders based on these toolkits to facilitate knowledge-sharing and encourage innovation.
