This paper aims to empirically infer potential causal linkages between fruit and vegetable (F&V) production, individual F&V intake, household food security, and anemia levels for individual women caregivers of childbearing age. Using a unique and rich dataset recently collected from rural smallholder Ugandan households, we show that the use of a qualitative tool to measure household food insecurity is robust and applicable in other contexts. We also show, using robust econometric methods, that women living in F&V-producer households have a significantly higher intake of F&Vs than those living in nonproducer households. Furthermore, F&V-producer households are potentially more food secure, and women caregivers in producer households have significantly higher levels of hemoglobin, rendering the prevalence rates of anemia lower among F&V-producer households. We argue that these effects, modest as they are, could be further improved if there were deliberate efforts to promote the intensification of smallholder F&V production.

Supply chains for nutritious (“protective”) foods in Africa south of the Sahara are often poorly developed, especially for perishable crops that are vulnerable to wastage. We used LSMS-ISA surveys and geographic information system (GIS) data to explore which factors predict production patterns of four protective food crops (pulses, nuts and seeds, vegetables, and fruits) relative to cereals and starchy roots and tubers (grouped under staples) in Ethiopia, Malawi, Tanzania, and Uganda, with a focus on potential inter-ventions to improve production, trade, and consumption of these foods. Plot-level irrigation adoption is the strongest predictor of fruit and vegetable production, along with precipitation, suggesting that water availability is a major precondition for pro-ducing these protective foods. In contrast, pulses and nuts and seeds can be grown in drier and warmer conditions. Better market access is also associated with higher production of fruits and vegetables, but the association is weaker than that of water access. Investing in and expanding irrigation-especially small-scale irrigation-has strong poten-tial to yield high returns in East Africa, especially for poor households that cannot afford to invest in capital-intensive irrigation technologies. Irrigation investments may need to be complemented by investments in roads, rural elec-trification, and cold storage chains to promote efficiency of postharvest supply chains and reduce marketing costs.

How can East and Southern African nations reduce poverty and hunger through agricultural growth? How can they create sufficient market demand to power such growth? This report proposes answers to these questions, applying a general equilibrium framework to the experiences of Madagascar, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. The authors conclude that, for countries like these, promoting traditional agricultural exports, developing nontraditional exports, and increasing food staple growth will probably not be sufficient to generate a significant level of economic growth. Instead, the model simulations suggest that reductions in marketing costs through improved infrastructure and development of market institutions, along with significant growth in the nonagricultural economy (besides that generated by agricultural growth linkages) are necessary conditions for rapid economic growth. This report's findings are a valuable first step toward understanding how East and Southern African nations can achieve economywide growth and poverty reduction.
