[...] While there are more than a million children in Germany depending on social transfer benefit payments (BMA 2001), little is known about child poverty and its dynamics. There is a growing literature dealing with poverty among the German population at large, [...] but only a few studies specifically addressing children.” Dieses Zitat, welches aus einer Anfang März 2006 veröffentlichten Studie der UNICEF stammt, macht deutlich, welch defizitäre Umstände momentan in der Bundesrepublik Deutschland herrschen, und dies nicht nur bezogen auf die allgemeine Armutslage. Es ist kennzeichnend für eine typische Haltung der heutigen Gesellschaft, die dazu neigt, Randthemen zu verdrängen oder sie erst gar nicht als thematisierenswert anzusehen. Zwar werden häufig offen ersichtliche Problemlagen mit den zur Verfügung stehenden (vorwiegend materiellen) Mitteln bekämpft; allerdings wird dabei leicht übersehen, dass diese meist nur die Auswirkungen ursprünglicher Probleme darstellen. Der Fall der stetig wachsenden Kinderarmut stellt ein aktuelles Beispiel dar. Wie bereits im Zitat aufgegriffen, werden in Deutschland viel Geld und Interessen in das immer brisanter werdende Thema Armut investiert - nicht zuletzt aufgrund der letzten Gesetzesänderung in bezug auf das SGB (Hartz IV). Das scheinbar neue Problem der Kinderarmut im Speziellen rückt stark in den Hintergrund: „’Kindheit in Deutschland’, sagte noch 1998 die damalige Bundesfamilienministerin Claudia Nolte (CDU), ’ist eine gute Kindheit.’ Ihr Parteikollege Friedrich Bohl hielt es gar für unverantwortlich, überhaupt von Kinderarmut in Deutschland zu sprechen.“ 2 Es wird nicht ausreichend genug beachtet, um nicht zu sagen vernachlässigt, was die Ergebnisse der UNICEF-Studie eindrücklich belegen. Nach ihr hat sich die Zahl der Kinder in Deutschland, die in Armut leben müssen, seit 1990 verdoppelt, und auch die Zukunftsprognosen sagen einen rasanten Anstieg voraus. Wie aus der folgenden Grafik deutlich wird, beziehen Kinder in der sogenannten mittleren Kindheit am häufigsten Sozialhilfe, weshalb sich die folgende Arbeit vorwiegend auf diese Altersphase (das Grundschulalter und darüber hinausgehend bis 14 Jahre) bezieht.
