Er bezieht diese Aussage zum einen auf die heterogen zusammengesetzte Gesellschaft, aber auch auf das politische System. Die USA lassen sich nicht ohne weiteres mit Europa vergleichen: Durch die spezifische Entstehung und Entwicklung dieses Staates herrschen dort andere Werte, andere Strukturen der Gesellschaft und nicht zuletzt ein anderes Politikverständnis vor. Der wichtigste Unterschied gegenüber der deutschen Demokratie ist wohl die nahezu unantastbare Stellung des Präsidenten. Dieser ist Staatsoberhaupt und Regierungschef zugleich und kann nicht vom Parlament abgesetzt werden. Daraus ergibt sich, dass der Präsident für europäische Verhältnisse über ungewöhnlich viel Macht verfügt. Im Gegensatz dazu hat der deutsche Bundeskanzler zwar die Richtlinienkompetenz inne, ist aber vom Parlament abhängig. Zudem ist nicht der Kanzler sondern der Bundespräsident das eigentliche Staatsoberhaupt. Schon hieran lassen sich wesentliche Unterschiede zwischen der amerikanischen Präsidialdemokratie und der deutschen parlamentarischen Demokratie erkennen. Im Rahmen dieser Hausarbeit soll ein Teil des Regierungssystems, der ebenfalls gravierende Unterschiede zu anderen demokratischen Regierungssystemen aufweist, behandelt werden: Das amerikanische Parteiensystem. Grundsätzlich haben Parteien die Aufgabe, in der Gesellschaft vorhandene Interessen zu bündeln und diese ins politische System einzuspeisen. Ulrich von Alemann definiert Parteien als „[...] auf Dauer angelegte, freiwillige Organisationen, die politische Partizipation für Wähler und Mitglieder anbieten, diese in politischem Einfluss transformieren, indem sie politisches Personal selektieren, was wiederum zur politischen Integration [...] beiträgt [...].“ 2 Aufgrund der Tatsache, dass in Demokratien unterschiedliche Meinungen und Anschauungen akzeptiert sind, ist das Parteiensystem hier pluralistisch organisiert. Parteien sind auch nur in Zusammenhang mit einem pluralistischen System sinnvoll, da die einzelne Partei nur hier mit anderen Parteien in Konkurrenz steht. In demokratischen Systemen haben Parteien mehrere Funktionen zu erfüllen: Zum einen sind sie für die Kandidatenauswahl zuständig. [...]
