Was genau ist dann eine Institution und können in ihr noch wirkliche Entscheidungen getroffen werden? Und wenn Verantwortung noch von Einzelpersonen übernommen werden kann, wer übernimmt dann welche Art von Verantwortung? Diese Fragen werden mithilfe relevanter Werke von Max Weber, Carl Schmitt und Arnold Gehlen untersucht. Eines der prägenden Phänomene unserer Zeit ist die Rechtfertigung einer bestimmten „Entscheidung“ als alternativlos . Dieser Begriff kam zuerst im Rahmen der damaligen Euro-, Banken- und Griechenlandkrise auf, wurde und wird jedoch nach wie vor häufig verwendet, um einen bestimmten, meist unliebsamen Sachverhalt zu legitimieren. Der Eindruck ist unbestritten, dass heutzutage Entscheidungen sowohl in zeitlicher Dauer wie im Hinblick auf ihre inhaltliche Eindeutigkeit oft deutlich hinter der Gestaltungskraft früherer Zeiten oder alternativer Organisationssysteme zurückbleiben. Von einer Föderalismusreform über die Energiewende bis hin zu dem mittlerweile berühmt-berüchtigten Berliner Flughafen hat sich ohne Aussicht auf baldige Besserung eine Vielzahl scheinbar unlösbarer gesellschaftspolitischer Erregerthemen gebildet. Es stellt sich nun die Frage, wie diese Phänomene zu erklären sind. Aus einer sukzessiven Zunahme an systemischer Komplexität, gekennzeichnet von zunehmend unüberschaubaren Strukturen und einem höheren Grad an Regulationen, kann eine erschwerte Entscheidungsfindung resultieren. Zusätzlich ist es möglich, dass ab einem gewissen Komplexitäts- und Regulationsgrad die Überschaubarkeit und Lösbarkeit eines Problems für den einzelnen Menschen nicht mehr zu erreichen ist. Durch zahlreiche regulatorische Vorgaben können so die real durchsetzbaren Handlungsalternativen und damit die gestalterische Freiheit und Souveränität des Entscheidungsträgers schrittweise verschwinden. Aus Mangel an Handlungsalternativen kann der offizielle Entscheidungsträger faktisch keine Entscheidungen mehr treffen – die Verantwortung wird ihm entzogen und sukzessive institutionalisiert. Die Folgen sind eine kollektive Verantwortungslosigkeit auf individueller Ebene, eine faktische Herrschaft nicht greifbarer Institutionen sowie eine Legitimationskrise des gesamten Systems durch einen Mangel an realisierbaren Handlungsalternativen.
