The presence of my fellow-countrymen could not fail to render the task of investigation comparatively easy. I should see a country preparing for a peaceful revolution. I should be able to judge in some measure what England had done, how far she had fulfilled the responsible office she had undertaken, and what was the probability of her plans being carried out.
