Von 1971 bis 1990 gab es in Ost-Berlin das »Institut für Internationale Politik und Wirtschaft« als Teil des SED-Systems. Ausgerichtet auf Westanalyse, parteiisch im totalitären Sinne, ein Instrument des Politbüros, eng verbunden mit dem Ministerium für Staatssicherheit, zugleich aber auch nach Westen ein Element des kontrollierten Dialogs, der angedeuteten Vorfeld-Diplomatie, der Sondierung, der Beeinflussung und der Koordinierung. Der Zusammenbruch der DDR 1989 und die Öffnung der Archive gaben die Voraussetzungen, um Strukturen, Leitprinzipien und Leistungen des IPW in seiner Gründungsphase aus der Innen- und Außensicht zu analysieren.Die Studie zeigt nicht nur die schwachen Möglichkeiten und engen Grenzen eines »apparatgebundenen think tanks« im kommunistischen System, der Autor wirft auch ein Licht auf die Innenwirkung (in den Apparat) sowie auf die Außenwirkung (vor allem auf das westliche Deutschland) des IPW. Es zeigt sich, daß die Geschichte des IPW von Anfang bis Ende verflochten war mit dem Ringen der SED um internationale Anerkennung sowie Einflußgewinnung und Mitbestimmung der politischen Agenda. Das Institut, das auch nach innen viel Propagandalärm bei der Widerlegung des »Imperialismus« zu veranstalten hatte, blieb in der hermetischen Parteisprache und Denkweise der SED gefangen und bemerkte das langsame Sinken des Schiffes DDR erst, als dies bereits auf Grund lag. Zugleich fanden die Reisekader des IPW im Westen jedoch aufmerksame, mitunter devote Gesprächspartner, bis hin zu ideologischen Verbrüderungen, ein Grund, weshalb sich viele westdeutsche Einrichtungen und Personen nicht mehr - oder nur ungern - an ihre ehemaligen Kontakte erinnern.

How are German capitalism and German business management to be understood from the perspective of Japan? Both Germany and Japan as defeated nations in World War II received significant American leadership and support after the war. Both countries developed their enterprises, industries, and economy by deploying and adapting technology and management methods from the United States while establishing systems of industrial concentration in their own ways. By these means, both nations became major trading countries. However, current economic and business conditions differ greatly between Germany and Japan. In trade, American influence on Japanese business is still strong. Japan could not and cannot establish a complementary relationship with American industrial sectors and their products in the American market. In addition, a common market structure like the E.U. does not exist in Asia. In contrast to Japan, Germany developed independently from the American influence and became part of a well-integrated regional economy. What were the driving forces that created those differences? That question is approached from a Japanese point of view in this book, based on the assumption that the origins of distinct characteristics of German business management after World War II were developed in the 1950s and ’60s. The book analyzes the transformation of business management in Germany and explains the characteristics and structures of German management. Proponents of arms control and disarmament are often confronted with the argument that reductions in defense expenditure lead to cutbacks in military industries and thus to economic hardship.
