This is the book that exposes the workings of Iranian politics today. The authors penetrate the labyrinth of political relationships and family networks that is the Iranian ruling class, and reveal the forces which brought hard-line President Mahmoud Ahmadinejad to power. They argue that the power base behind Ahmadinejad represents a kind of Iranian version of American neoconservativism. The Iranian neocons, like their Washington counterparts, have come in from the cold. Politicians and clerics exiled from influence under the reformist President Khatami have seized their chance to get back in to power, and to push an uncompromising foreign policy agenda.Anoushiravan Ehteshami and Mahjoob Zweiri show how Ahmadinejad's surprise victory in the 2005 elections was just one facet of this group's strategy for regaining influence. In an analysis which has major implications for Western policymakers, the authors examine the group's agenda on issues like Iraq, Israel and nuclear enrichment, and assess how likely it is that they will be able to implement it. "Iran and the Rise of its Neoconservatives" is the essential guide to the politics of this turbulent nation, whose importance to world security has never been more keenly felt.

Iran’s 1979 revolution has stood out as one of the 20th century’s most intriguing and unusual social uprisings. This revolution defied the socialist radicalism of its day, which had been making in-roads as the “non-capitalist path to development” in several African and Asian countries, and had created social change without reliance on the East or in the name of socialism. It had, by the same token, rejected the Western premises of liberalism and individualism as its guiding principles. Its leader, an aging cleric, even used an apparently alien discourse as he chastised the “great Satan” (United States) for its socio-cultural sins and for its crimes against humanity. In speaking of the plight of the “downtrodden,” and in condemning the alien and morally corrupt values of the uptown living Iranian taghutis, he accused the reigning monarch, a Western-educated urbane man, for taking the country down the “path of Satan”. How could an aging mullah, with little international experience, be challenging the survival of a modern, powerful and internationally well-connected monarchy? How could a cleric, whose views of an Islamic state were arguably abstract at best, proceed to establish a revolutionary Islamic theocracy where there had previously been, apparently, entrenched Western-style modernity? The answers could be sought in a number of places: In the deep-rooted struggle of the Iranian people for freedom which dated back to before the Bolshevik revolution in Russia; the ruling Pahlavi establishment’s inability to manage the economic and cultural crisis that engulfed Iran in the 1970s; the disenchantment of the monarchy’s potential middle class and bourgeois allies; the critical role of a radicalized clerical group which emerged to provide a legitimate alternative to the Pahlavi order; and finally in the nature of the modern Iranian state itself. Prospects for change are historically good but change is likely to take time. Nor can the direction of change be easily predicted despite the country’s choices increasingly narrowing between that of a naked military regime on the one hand and a pluralistic republic on the other. However, given the country’s vibrant and defiant civil movement and their progressive social democratic program for change, Iran again could become a trendsetter for the rest of the region, were these forces to return to the corridors of power. Having been the first country in the world to have marched political Islam into power in the 20th century, Iran’s people could again be in the long process of trading political Islam for a truly open and democratic system in the 21st century.

Today the regional landscape is changing more rapidly than at any time since World War II and the dynamics of that change are more complex than ever. Inter-Arab rivalries – between rich and poor or moderate and radical or Islamist and secular actors – have not gone away, and these rivalries have become more nuanced as power among the Arab actors themselves has become more defuse. In the absence of a single or a strong coalition of Arab powerhouses guiding the regional agendas, not only are more Arab actors (and not just states) increasingly daring in their involvement in high politics, but more disturbing from their point of view is the ease with which the non-Arab members of MENA can penetrate the Arab core with impunity. Therefore, rivalries of the non-Arab states are playing out in the Arab region, as in Lebanon in 2006. Non-Arab Iran in particular, busily cashing in on the fallout from the fall of Baghdad in 2003, is also engaged in its own struggle for regional influence, thus directly engaging with such Arab actors as Hamas and Hezbollah, and as a consequence is stepping into the perceived spheres of influence of an array of other Arab states and actors. To unpack this complex regional mix, this paper looks at the two most interesting and also increasingly influential powerbrokers of the region, namely Iran and Saudi Arabia, for insights and a better understanding of the forces that are today shaping the region. These two states have had an uneasy relationship since at least the Iranian revolution and have seen their relationship frozen – as was the case in much of the 1980s – and returned to one of relative normalcy under presidents Rafsanjani and Khatami (1989–2005). Since 2003, particularly after the election of Dr Mahmoud Ahmadinejad as Iranian president in June 2005, the relationship has again been rather unsteady. It seems that a clash of identities since the conflict and crisis in Iraq has been added to the traditional state-driven rivalries between these two distinctly Islamic states. There are many aspects to the workings of this bilateral relationship that remain underexplored and much of the relationship can in any case be fruitfully reconstructed in a wider regional context. Therefore, in order to take this analysis forward it is necessary to undertake a brief assessment of the priorities of the two states separately, before proceeding to conduct a detailed study of the areas of conflict and cooperation that today characterize their relationship. Iraq, Palestine, Lebanon, Gulf security, the Arab¬–Israeli conflict, Islamist politics and intra-Islam relations are all significant components of this assessment.

Iran is poised to re-emerge as the powerhouse of the Middle East in the 21st century. Already taking on massive export and energy diversification projects and working to acquire a nuclear weapons arsenal, Iran is likely to attain the stature of regional power in the coming years, thanks in no small measure to the vacuum created by the chaos in Iraq, which for many years served as a counterweight to Iran in the region. Gonzalez illuminates the path toward a new approach to engagement with Iran. Only then can the United States reap the benefits of a new Middle East. But is a nuclear-armed Iran a direct strategic threat to the United States? While post-revolutionary politics have harnessed anti-Americanism as a matter of policy, Gonzalez argues that this is only a sign of a larger enterprise of democratization; a trajectory of independence, as the author calls it. This trajectory has led Iran to release itself from the shackles of foreign power intervention and has put it closer to home-grown democracy than any other nation in the Muslim Middle East. This promise of democracy, set in the wider scope of Iranian Shi'i jurisprudence and practice, is set to elevate the largest segment of Iranian society—its educated and pro-American youth—to the forefront of Iranian politics. The Middle East is in crisis, and within every crisis lies opportunity. America must not repeat the myopic mistakes of the past. A far-sighted and grand-strategic approach to engagement with Iran promises to open doors to regional stability and political development. Only then can America, as the global superpower, reap the benefits of a new Middle East, with the Islamic Republic of Iran at the helm.

"When Iranians overthrew their monarchy, rejecting a pro-Western shah in favor of an Islamic regime, many observers predicted that revolutionary turmoil would paralyze the country for decades to come. Yet forty years after the 1978-79 revolution, Iran has emerged as a critical player in the Middle East and the wider world, as demonstrated in part by the 2015 international nuclear agreement. In Iran Rising, Iran specialist Amin Saikal describes how the country has managed to survive despite ongoing domestic struggles, Western sanctions, and countless other serious challenges"--

Written for scholars and practitioners puzzled by Iran's foreign policy choices, this book argues that Iran's foreign policy behavior is best understood in the context of the regime's foreign policy ideology, which is rooted in a conception of Iran as a nation changed by the 1979 Revolution and an example to other nations in a changing world.

This book presents the first full and systematic account of Iran’s nuclear program from 1979 to 2015. Throughout this time, foreign policy makers, intelligence experts, and scholars on the subject have repeatedly failed to understand the internal dynamics behind Iran's nuclear project and have underestimated the depth of the regime’s commitment to develop nuclear weapons. The author presents an account of little-understood episodes in the history of the nuclear project, including an analysis of the decision making process of the “nuclear sanctum.” A full account is given of the organizations that ran the project and a listing of the suppliers that made the project possible. Finally, the book offers a detailed analysis of the international sanctions placed on Iran, including the induced anomie and legitimacy crisis which expedited the decision to rollback.

Iran's Revolutionary Guard Corps, also known as the 'Sepah', has wielded considerable and increasing power in Iran in recent decades. Established in 1979 by Ayatollah Khomeini as a paramilitary organisation charged with protecting the nascent Islamic regime and countering the untrustworthy Imperial army (or 'Artesh'), the Sepah has evolved into one of the most powerful political, ideological, military and economic players in Iran over recent years. The Sepah is entrusted with a diverse set of indoctrination apparatus, training programmes and system welfare provisions intended to broaden support for the regime. Although established as a paramilitary organisation, the Sepah developed to have its own ministry, complex bureaucracy and diversified functions, alongside its own network and personnel. This book provides a comprehensive overview of the Sepah and its role. It examines the position of the Sepah in Iranian state and society, explores the nature of the Sepah's involvement in politics, and discusses the impact of the Sepah's political rise on Iran's economy and foreign policy. Contemporary Iran can only be fully understood by an awareness of the ongoing in-fighting among regime factions and increasing popular demands for social change – knowing about the Sepah is central to all this.

This book examines economic inequality and social disparity in Iran, together with their drivers, over the past four decades. During this period, income distribution and economic welfare were affected by the 1979 Revolution, the eight-year war with Iraq, post-war privatization and economic liberalization initiatives carried out under the Rafsanjani and Khatami administrations, the ascendance of a populist economic platform under the Ahmadinejad administration, and the lifting of energy and financial sanctions under the Rouhani administration. Featuring a mix of scholars, including Iranian academics who experienced these changes and are publishing in English for the first time, this collection offers quantitative and descriptive studies of the country's post-revolutionary economic development and disparities. In most chapters, a hypothesis is developed from existing theories or observations, which is then tested using available data. This unique combination of new voices, academic as well as personal experiences, and scientific methods will be a valuable addition to the library of the scholars of modern Iran’s economy and society.

Much attention in the West has focused on Iran as a problem country. This book challenges the representations of Iran as a hostile regional power led by ideologues, and goes further by discussing how international relations are viewed from inside Iran itself, outlining the factors which underpin Iranian thinking on international relations and considering what role Iran, as a large and significant country in the Middle East, ought to play in a fairly constructed international system. The book is written by leading scholars and policy makers from inside, as well as from outside, Iran and includes academics with unparalleled access and insights into the world-views of the Iranian leadership. Subjects covered include: the rationale of Iran's Islamic constitution, including its electoral system, and the impact this has on international relations; Iran's view of the ideal international system, including the place therein of ethics, justice, and security; Iran's international interests, including energy needs; and relations with the West, including the clash between Iranian and Western views of the world order.
