Iran is poised to re-emerge as the powerhouse of the Middle East in the 21st century. Although it is too early to see which approach the Obama administration will take toward the resolution of the United States’ longstanding disputes with Iran, it is evident that the policy of avoiding direct diplomacy with Iran adopted by the Bush administration has fallen by the wayside. It is still difficult to determine if the Iranian leadership will give the Obama administration a very sympathetic hearing. The resurgent Iranian power in the region in the aftermath of the Bush administration’s gross miscalculations and uncertain ventures in Iraq and Afghanistan has sparked a vigorous debate in the Middle East. For the Bush administration, the choices were clear: either contain and deter Iran or confront it militarily. The latter had potentially serious repercussions for the entire region, even as the efforts aimed at engaging Iran on the Afghanistan war continued. Many experts noted that the Bush administration had shied away from serious talks with Iran at a time when they might have borne fruit. The complexities of regional politics and military interventions, however, have convinced US policymakers that the alternative to negotiation with Iran would be costly for the United States and destabilizing for its allies in the region. This paper’s main thrust is to make a case for direct diplomacy with Iran, while explaining factors that have contributed to the end of “coercive diplomacy” advocated by the Bush administration. The premise underlining this paper is that there has never been a stronger case for the normalization of relations between Iran and the United States in a region fraught with difficulties and crises. Iran’s stabilizing influencing in the region inevitably has enhanced its role in shaping the region’s geopolitics. Iran’s influence in Afghanistan can no longer be marginalized, nor can its role be underestimated in the southern parts of Iraq and Lebanon, as well as its ties with Hamas and Syria.

Since the 1979 Revolution in Iran and the end of a close relationship between the US and the Shah, successive American administrations – including the Obama Administration – have tried to contain Iran by various means, particularly sanctions and military threats. Even though President Obama came to office promising to engage Iran, in reality his administration has followed the policy of “tough diplomacy,” which has included, among other acts, imposing draconian sanctions against Iran. Following the author’s earlier book on the history of containment of Iran and Iraq, the current book examines closely the Obama Administration’s policy toward Iran, as well as the role played by Israel, the European Union and the International Atomic Energy Agency (IAEA) in the implementation of this policy. Specifically, it is argued that the policy of “tough diplomacy,” designed mostly by those associated with the Israeli lobby groups, was intended to give an ultimatum to Iran in some direct meetings, telling Iran to either accept the US-Israeli demands or face aggression. The meetings were also intended to create the illusion of engaging Iran in order to gain international support for aggressive actions. Barack Obama announced this policy in his speeches as a Senator, particularly at the American Israel Public Affairs Committee policy conferences. After he became president in 2008, the policy of “aggressive diplomacy” was put in motion. While pretending to engage Iran in diplomacy, the Obama Administration, in coordination with the US Congress and the government of Israel, pushed for the most confrontational IAEA reports on Iran and an unprecedented set of unilateral and multilateral sanctions. The US and Israel also engaged in a campaign of military threats, sabotage and assassination of Iranian nuclear scientists. Yet, after four years of hostilities, the policy of “tough diplomacy” failed to achieve many of its goals and failed to contain Iran.

U.S. policy towards Iran since the 1979 revolution has swung pendulum-like between engagement via negotiation and dialogue, and an approach marked by stronger sanctions and threats of military force. The overall picture is that of oscillation, with policy shifts driven by changes in American administrations and ideological tides, and by periods when a seemingly more moderate Iranian president takes center stage. Outplayed on the strategic chessboard more than once, America has seen its Iran policy produce little in terms of reducing the regime's threat to stability in the region and on the globe. In other stalemated settings or in situations where the U.S. wants to take action without a direct presence, a common method has been to engage the indigenous opposition. This, however, is a risky undertaking, especially when there is insufficient knowledge about the true abilities, values and goals of opposition groups. This study argues that whatever the outcome of current nuclear negotiations with Iran, seeking a better understanding of the Iranian opposition is likely to be key. Currently, real knowledge of this opposition among U.S. policymakers and analysts is vague, containing at least as many assumptions and stereotypes as actual data and information. This diligently researched book steps into the gap. It reviews the full spectrum of the Iranian opposition, describing key groups from the standpoints of their ideologies and capabilities. Noting that forcing opposition groups into an often false "unification" can backfire, it develops a new "additive opposition" approach that identifies and employs each group's specific strengths towards a shared purpose. The book concludes by offering recommendations for how Washington could work with the opposition to achieve U.S. foreign policy objectives and to improve the outlook for Iran's people and the region.

Because of their historical roles and politico-economic significance in contemporary international politics, Iran and China have perpetually been in the crosshairs of both policy circles and interested observers in almost every other part of the world. Crucial interactions touching upon any aspect of Tehran–Beijing ties, from diplomatic and military links to economic and cultural connections, have especially been in the limelight of such riveting inquisitiveness which has often given rise to a flurry of rash comments, sensational claims, and impetuous conclusions.
