U.S. policy towards Iran since the 1979 revolution has swung pendulum-like between engagement via negotiation and dialogue, and an approach marked by stronger sanctions and threats of military force. The overall picture is that of oscillation, with policy shifts driven by changes in American administrations and ideological tides, and by periods when a seemingly more moderate Iranian president takes center stage. Outplayed on the strategic chessboard more than once, America has seen its Iran policy produce little in terms of reducing the regime's threat to stability in the region and on the globe. In other stalemated settings or in situations where the U.S. wants to take action without a direct presence, a common method has been to engage the indigenous opposition. This, however, is a risky undertaking, especially when there is insufficient knowledge about the true abilities, values and goals of opposition groups. This study argues that whatever the outcome of current nuclear negotiations with Iran, seeking a better understanding of the Iranian opposition is likely to be key. Currently, real knowledge of this opposition among U.S. policymakers and analysts is vague, containing at least as many assumptions and stereotypes as actual data and information. This diligently researched book steps into the gap. It reviews the full spectrum of the Iranian opposition, describing key groups from the standpoints of their ideologies and capabilities. Noting that forcing opposition groups into an often false "unification" can backfire, it develops a new "additive opposition" approach that identifies and employs each group's specific strengths towards a shared purpose. The book concludes by offering recommendations for how Washington could work with the opposition to achieve U.S. foreign policy objectives and to improve the outlook for Iran's people and the region.

Since the earliest days of warfare, military operations have followed a predictable formula: after a decisive battle, an army must pursue the enemy and destroy its organization in order to achieve a victorious campaign. But by the mid-nineteenth century, the emergence of massive armies and advanced weaponry--and the concomitant decline in the effectiveness of cavalry--had diminished the practicality of pursuit, producing campaigns that bogged down short of decisive victory. Great battles had become curiously indecisive, decisive campaigns virtually impossible. At the beginning of the twentieth century, the inability to achieve decisive victories in warfare had become the single greatest military problem facing modern armies. Robert Citino now tells how European military leaders analyzed and eventually overcame this problem by restoring pursuit to its rightful place in combat and resurrecting the possibility of decisive warfare on the operational level. Quest for Decisive Victory chronicles the evolution of European warfare during the first half of the twentieth century. A study of war at the operational level, it demonstrates the interplay and tension between technology and doctrine in warfare and reveals how problems surrounding mobility--including such factors as supply lines, command and control, and prewar campaign planning--forced armies to find new ways of fighting. Citino focuses on key campaigns of both major and minor conflicts. Minor wars before 1914 (Boer, Russo-Japanese, and the Balkan Wars of 1912-13) featured instructive examples of operational maneuver; the First World War witnessed the collapse of operations and the rise of attrition warfare; the Italo-Ethiopian and Spanish Civil Wars held some promise for breaking out of stalemate by incorporating such innovations as air and tank warfare. Ultimately, it was Germany's opening blitzkrieg of World War II that resurrected the decisive campaign as an operational possibility. By grafting new technologies-tanks, aircraft, and radio-onto a long tradition of maneuver warfare, the Wehrmacht won decisive victories in the first year of the war and in the process transformed modern military doctrine. Citino's study is important for shifting the focus from military theory and doctrine to detailed operational analyses of actual campaigns that formed the basis for the revival of military doctrine. Quest for Decisive Victory gives scholars of military history a better grasp of that elusive concept and a more complete understanding of modern warfare.

The Human Embryo in vitro explores the ways in which UK law engages with embryonic processes under the Human Fertilisation and Embryology Act 1990 (as amended), the intellectual basis of which has not been reconsidered for almost thirty years. McMillan argues that in regulating 'the embryo' – that is, a processual liminal entity in itself - the law is regulating for uncertainty. Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.
