Tensions between Iran and its Arab neighbors at the Persian Gulf have often been described as one of the challenges to the world peace and security over the past decade. As a result, one of the puzzles of the current international relations has been the question of whether or not, there are prospects to resolve conflicts between Iran and Saudi Arabia and GCC and envision normalized, friendly diplomatic relations between the two states. This book argues that normalized and friendly ties between Iran and Saudi Arabia is possible, and indeed, the author shows that there is a historical precedence for it, even in the post-1979 revolutionary Iran. And, if normalized and friendly diplomatic relations are possible between Iran and Saudi Arabia, then, it is not hard to envision that maladies of sectarianism as well as Sunni-Shi’a conflict would subside in the region. The book draws on the author’s involvement, conversations, interviews, and personal observations as Ambassador and official over several decades. The book tries to explore the possibilities of diplomatic resolutions to the existing conflicts between Iran and Saudi Arabia and offer a roadmap to achieving sustainable diplomatic relations.

This paper explains how Iran developed its nuclear programme to the point where it threatens to achieve a weapons capability within a short time frame, and analyses Western policy responses aimed at forestalling that capability. Key questions are addressed: will the world have to accept an Iranian uranium-enrichment programme, and does having a weapons capability mean having the Bomb? For nearly two decades, Western strategy on the Iran nuclear issue emphasised denial of supply. Since 2002, there has also been a demand-side dimension to the strategy, aimed at changing Iran's cost-benefit calculations through inducements and pressure. But the failure of these policies to prevent Iran from coming close to achieving a nuclear-weapons capability has promoted suggestions for fallback strategies that would grant legitimacy to uranium enrichment in Iran in exchange for intrusive inspections and constraints on the programme. The paper assesses these 'second-best' options in terms of their feasibility and their impact on the proliferation risks of diversion of nuclear material and knowledge, clandestine development and NPT break-out, and the risk of stimulating a proliferation cascade in the Middle East and beyond. It concludes that the risks are still best minimised by reinforcing the binary choice presented to Iran of cooperation or isolation, and strengthening denial of supply.

This book is a theoretical inquiry on the relation of the body politic with the religious movements in the time between the Constitutional Revolution and the Islamic Revolution in Iran; it illustrates speculative and historical analyses on the relationship of state, religion, and socio-political status in the late Qajar dynasty (1905-1925) and the whole Pahlavi monarchy. Particularly, it examines the applicability of “liberal conservatism” to the era of the last Shah of Iran. The thesis defines the term political conservatism in accord with Edmund Burke’s philosophy. It deals next with the definition of religious reformation, the peculiar characteristics of Islam, the Shi'ite political theology, and the contradictory usages of “Islamic reformation” in the literature. The text gives an overview of the two antagonist sides of nationalism. It provides also an analysis of the Islamic Republic as a new political phenomenon in Iranian history and the transformation of all concepts after 1979.
