Tensions between Iran and its Arab neighbors at the Persian Gulf have often been described as one of the challenges to the world peace and security over the past decade. As a result, one of the puzzles of the current international relations has been the question of whether or not, there are prospects to resolve conflicts between Iran and Saudi Arabia and GCC and envision normalized, friendly diplomatic relations between the two states. This book argues that normalized and friendly ties between Iran and Saudi Arabia is possible, and indeed, the author shows that there is a historical precedence for it, even in the post-1979 revolutionary Iran. And, if normalized and friendly diplomatic relations are possible between Iran and Saudi Arabia, then, it is not hard to envision that maladies of sectarianism as well as Sunni-Shi’a conflict would subside in the region. The book draws on the author’s involvement, conversations, interviews, and personal observations as Ambassador and official over several decades. The book tries to explore the possibilities of diplomatic resolutions to the existing conflicts between Iran and Saudi Arabia and offer a roadmap to achieving sustainable diplomatic relations.

The contradictory trends of the 'post-Arab Spring' landscape form both the backdrop to, and the focus of, this volume on the changing security dynamics of the Persian Gulf, defined as the six GCC states plus Iraq and Iran. The political and economic upheaval triggered by the uprisings of 2011, and the rapid emergence of the Islamic State of Iraq and Syria in 2014, have underscored the vulnerability of regional states to an intersection of domestic pressures and external shocks. The initial phase of the uprisings has given way to a series of messy and uncertain transitions that have left societies deeply fractured and ignited violence both within and across states. The bulk of the protests, with the notable exception of Bahrain, occurred outside the Gulf region, but Persian Gulf states were at the forefront of the political, economic, and security response across the Middle East. This volume provides a timely and comparative study of how security in the Persian Gulf has evolved and adapted to the growing uncertainty of the post-2011 regional landscape.

Since the 1979 Iranian Revolution, the normalisation of relations between Iran and America has appeared unrealistic if not inconceivable, given that the Iranian state has vigorously pursued an anti-American ideology. This account of US-Iranian relations examines the efficacy of external pressure such as sanctions, as well as domestic grassroots reform movements within the Islamic Republic. The Obama presidency marked a rare high point in the Washington-Tehran relationship, as negotiations between the two countries and other powers produced an unprecedented nuclear deal, the Joint Comprehensive Plan of Action. However, the Trump administration's unilateral withdrawal from the JCPOA, and re-imposition of new sanctions in pursuit of "maximum pressure," had devastating economic consequences, undermining the Iranian middle class, which has consistently been the voice of political moderation and supported Iran's integration into the global economy. Crucially, sanctions have also driven Iran further into the arms of China, while rendering it an even more recalcitrant and aggressive adversary. Monshipouri's central conviction is that negotiations are pivotal to dismantling the mistrust that has long characterised US-Iranian relations, and to seeking détente between Iran and its Arab neighbours--a critical priority, since gradual US withdrawal from the region is all but certain.

The fraught relationship between Saudi Arabia and Iran is usually attributed to sectarian differences, even by the states' own elites. However, this book shows that in their official speeches, newspaper editorials and Friday sermons, these elites use sectarian and nationalist references and tropes to denigrate each other and promote themselves in the eyes of their respective constituencies in the region. Talal Mohammad, who is fluent in both Arabic and Persian, examines Saudi-Iranian rivalry using discourse analysis of these religious, political and journalistic sources. Tracing what has been produced since 1979 in parallel, he argues for a consistent pattern of mutual misrepresentation, whereby each frames its counterpart as the 'Other' to which a specific political agenda can be justified and advanced. The book covers key events including the Iranian Revolution, the invasion of Kuwait in 1990, the Taliban war, the fall of Saddam, the Arab Spring, the rise of Mohammed bin Salman, and the war on ISIS. While until now Saudi-Iranian rivalry has been understood in primarily sectarian or geopolitical terms, the author argues here that the discursive othering serves as a propagandist function that supports more fundamental political and geopolitical considerations.

For much of the contemporary history of the Middle East, the Persian Gulf has stood at the center of the region’s strategic significance.
