The 2007 Iran Nuclear Estimate Revisited: Anatomy of a Controversy explores both the contents and reaction to the U.S. intelligence community’s (IC) National Intelligence Estimate (NIE) that Iran had suspended its clandestine program to develop nuclear weapons. The volume offers insights into the art of intelligence analysis and the issues encountered when estimates run counter to policy or partisan preferences. In November 2007, the U.S. National Intelligence Council issued an NIE entitled Iran’s Nuclear Intentions and Capabilities that contained a surprising finding. Analysts concluded that Iran had probably suspended its clandestine effort to develop a nuclear weapon. This assessment created a political firestorm, despite the fact that analysts went to great lengths to assess the accuracy of their sources and to offer nuanced judgments about the complex issues surrounding Iran’s civilian and military nuclear programs. In this edited volume, former intelligence professionals and leading intelligence scholars describe and assess the factors that shaped this NIE and the course of events that sparked an international controversy. These chapters make a valuable contribution to the understanding of the state of the art when it comes to intelligence analysis and the challenges that emerge when intelligence estimates address significant foreign and defence policy issues and on-going political debates. One of the chapters in this volume was originally published in the book titled, Routledge Companion to Intelligence Studies, edited by Robert Dover, Michael Goodman, Claudia Hillebrand. Iran appears to be pursuing an assertive foreign policy that confronts the United States on a variety of points: the Middle East peace process, the stability of moderate Muslim states, terrorism (such as the death threat to Rushdie), security in the Persian Gulf, and nuclear proliferation. However, Iran's intentions and capabilities are by no means clear. One the intentions side, some observers expect that a desire for good economic relations with the West and a waning of revolutionary fervor will lead to moderation in action if not in words; others see a broad consensus inside Iran for assertiveness, uniting Persian nationalism with Islamic fundamentalism. On the capabilities side, Iran is short on cash and faces growing internal political dissension, which some say means it will not be able to devote much to foreign adventures and the military build-up, while other say internal problems give Iran reason to acquire a military with which to pressure its rich neighbors. To discuss these issues the Institute for National Strategic Studies at the National Defense University convened a workshop on "Iran's Strategic Intentions." The workshop brought together leading experts on Iranian security policy: speakers with access to Iranian officials and with the language skills to follow Iranian developments. Some of the points taken from the discussion, which by no means represent the view of all the authors or discussion participants, were: Iran is absorbed with domestic problems. Foreign affairs is a secondary concern for Iran's leaders and its people. Foreign policies are in large part a by-product of domestic politics. The government lacks legitimacy. The post-Khomeini leadership is not accepted by many believers as the voice of religious authority. Religious figures in the provinces, especially those with large Sunni or non-Persian populations, increasingly reject the representatives sent from Tehran. The hold of the central government over the provinces in weakening. The economic situation is bad, and the popular mood is worse. Public and elite opinion both believe that the continued existence of the Islamic Republic is in doubt. Iran's military strategy does not emphasize external defense. Iran sees itself as friendless in a hostile world, but it does not see itself as facing a serious danger from its neighbors. Iraq is not seen as a credible threat for the foreseeable future, for political and military reasons. Turmoil in the southern parts of the former Soviet Union is not seen as posing a conventional military problem for Iran. Iran's principal external aims for its military are to discourage US involvement I the Gulf and to spread its influence in its neighborhood. The Revolutionary Guards and the security forces, which are increasingly coordinated with the military, may be called on regularly to suppress domestic unrest. Iran will pursue military capabilities at the low end and high end, not in the middle. Development of nuclear weapons makes excellent sense, to assert the revolutions success and its claim of equality to the great powers. Iran lacks the resources to engage in an extensive buildup of its conventional military. The leadership realizes that high-technology weapons are essential for success on the modern battlefield; revolutionary fervor is not sufficient. Support subversion and terrorism fits Iran's budget, its ideology, and its predilections. Nor does Iran believe it will have to pay a high price for this sort of low-intensity conflict.

International suspicion surrounding Iran's nuclear activities was first aroused in the late 1980s and early 1990s. However, it was not until the International Atomic Energy Agency (IAEA) launched an intensive investigation into the Iranian nuclear program in 2002, that it was revealed that Iran had enriched uranium and separated plutonium in undeclared facilities in the absence of IAEA safeguards. In January 2006, Iran began to ignore limitations on nuclear fuel cycle activities yet again, in defiance of the broad opinion of the international community and despite both offers of assistance and the threat of sanctions. To discuss the issue of Iran's nuclear program and its possible future repercussions on regional and global security, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a symposium entitled Iran's Nuclear Program: Realities and Repercussions, in Abu Dhabi on February 26, 2006. Visiting experts were invited to share their views on the Iranian nuclear program, its likely development and the extent to which the potential threat of nuclear weapons could destabilize the Arabian Gulf and the broader Middle East region. This volume represents a valuable collection of these expert views, covering Iran's current nuclear capability and its potential to develop atomic weapons; the changes and developments in Iran's nuclear program since the 2005 Iranian presidential elections; Israeli foreign policy in relation to Iran; the possible impact that an Iranian nuclear program could have on the security of the GCC; and the prospect of military action against Iran.

The possibility that Iran will acquire a nuclear weapons capability poses a significant threat to the stability of the Middle East and a potential challenge to the long-term viability of the nuclear non-proliferation regime. Since 2003, diplomatic efforts by the EU-3 (United Kingdom, France and Germany) have succeeded in suspending the sensitive aspects of Iran’s nuclear programme, but prospects for reaching a permanent agreement with the Iranian government are uncertain. If the EU-3 effort collapses, a number of policy options will be given more serious consideration, including sanctions, containment, regime change and military action. This IISS ‘Strategic Dossier’ on Iran’s strategic weapons programmes provides an objective technical assessment of Iran’s nuclear, chemical, and biological weapons capabilities, as well as its ballistic missile programme. The dossier evaluates what is known and what is not known about these capabilities and projects potential future developments. In addition, the dossier provides a history of democratic efforts over the last three decades, to prevent Iran from acquiring a nuclear weapons capability and examines different options for current diplomatic efforts. Each chapter has been written and reviewed by recognised international experts in their respective fields. The IISS does not advocate any particular policy option for dealing with the Iranian nuclear issue.
