In order to understand Iran's religious revolution of 1978-1979, it is important to look closely at an earlier revolution in the country, the constitutional revolution of 1905-1909. This revolution, which resulted in the establishment of Iran's first parliamentary democracy, was a seminal event in the country's history. The most thorough and comprehensive history of the revolution to date, Bayat's book examines the uneasy alliance of clerical, bureaucratic, landowning, and mercantile elements that won the support of the masses for a more democratic government, especially the clerical dissidents that gave the revolution an aura of religious legitimacy. Bayat argues that the recent religious revival in Iran is much less surprising when one sees how constitutionalists at the beginning of the century had to couch their calls for reform in the language of the Koran, claiming that political reforms constituted a return to Islam.

In this Second Edition of Inside the Iranian Revolution, first published in 1981, author John Stempel describes his experience and insight as a U.S. Foreign Service Officer in Tehran from 1975-1979. He then continues with an updated chapters to describe what we can draw from the experiences of three decades ago and apply to the current diplomatic relationship between the U.S. and Iran. "John Stempel is a Foreign Service officer who was stationed in Tehran through the early stages of the Iranian revolution; he left four months before the hostages were taken. Mr. Stempel explains the strength and weaknesses that accumulated through the Shah's reign. Among the latter, he says, was the Shah's alternating between attempts to build genuine political support for his regime and reliance on the repressive tactics of his secret police. Mr. Stempel's concluding chapters are effective. He suggests that the Shah might have survived by being simultaneously more liberal and more ruthless-by offering more than a token of political participation to opposition groups, but then punishing those who would not support the liberalized regime. On the American side, Mr. Stempel points out the slowness to develop intelligence sources among opposition groups and the contradictory signals sent to the Shah. For the past several decades, scholars have studied and written about the Iranian constitutional revolution with the 1979 Islamic Revolution as a subtext, obscuring the secularist trend that characterized its very nature. Constitutionalist leaders represented a diverse composite of beliefs, yet they all shared a similar vision of a new Iran, one that included far-reaching modernizing reforms and concepts rooted in the European Enlightenment. The second national assembly (majles), during its brief two-year term, aspired to legislate these reforms in one of the most important experiments in parliamentary governance. Mangol Bayat provides a much-needed detailed analysis of this historic episode, examining the national and international actors, and the political climate that engendered one crisis after another, ultimately leading to its fateful end. Bayat highlights the radical transformation of old institutions and the innovation of new ones, and most importantly, shows how this term provided a reasonably successful model of parliament imposing its will on the executive power that was primarily composed of old-guard, elite leaders. Today Iran is once again in the headlines. Reputed to be developing nuclear weapons, the future of Iraq's next-door neighbor is a matter of grave concern both for the stability of the region and for the safety of the global community. First published in 1998, Revolutionary Iran investigates two major political transformations in the modern history of Iran: the Constitutional Revolution of 1905-09 and the Islamic Revolution 1976-79 and their relation to the modernization of Iran in this century. It addresses a core question: Why did the clergy not take political power in the Constitutional Revolution when Iran was a traditional society and they played a key leadership role in the revolution; yet they succeeded in the more modern Iran of 1979. Characterization of socio-economic relationships between the two major influential groups of civil society in Iran and their role in political transformation is considered central for answering such a question. The book deals with revolution in terms of relationships between civil society and state; which, it is argued, are central to analysing and understanding modern movements in Iran and other Islamic countries. The major contribution of the book can be summarized as follows: It identifies a socio-political division of power and influence between state and civil society during a long period of Iran’s Islamic history as the key theoretical basis for understanding modern transformations of Iranian society. Such a division has, so far, been largely ignored. It explores the clergy and bazaris as the social basis of civil society in Iran, and challenges Gellner’s viewpoint that an Islamic civil society is an impossibility. It argues that the modernization of religion and the creation of modern political theories by the clergy were both crucial means for defeating a modern authoritarian state and seizing political power. It identifies the main social group without whom the Islamic Revolution of Iran would not have achieved political victory, i.e., the dispossessed. It presents a theoretical basis for analysing and understanding new Islamic movements in the Islamic world.
