Jim Elmslie traces events in Irian Jaya/West Papua from the departure of the Dutch in 1963 to December 1999. The majority of the indigenous people of the area consider themselves West Papuans living in the land of West Papua, a country incorporated into the Indonesian state without their consent or approval. Made up of Melanesian peoples, the western part of New Guinea is one of the least developed places on earth with the largest expanses outside the Amazon of untouched and, in some cases still unexplored, rainforest and wilderness. It is a region ripe for economic exploitation. Irian Jaya under the Gun chronicles the rapid changes that are taking place under the guise of Indonesian economic development and its generally pro-crony, pro-military, pro-multinational corporation, and anti-Papuan thrust. The Papuan conflict has been on the international radar screen since Indonesia became an independent state in 1945. Since the surrender of the territory of Papua to Indonesia in 1962, a low-intensity military conflict has been building. Most Papuans believed that their right to self-determination was sacrificed on the altar of geopolitics. Later, when East Timor seceded peacefully from Indonesia, Papuans expected the same right. When this did not happen, the conflict intensified. In this pivotal work, Bilveer Singh examines the history of the Papuan struggle, and approaches to conflict resolution through the framework of its geopolitical implications. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio. While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance - not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way. In order to unravel the dynamics involving Papuan separatism, this study describes the Papuan political landscape. Singh explains what makes Papua unique, and how its makeup has affected the territory's political dynamics. He analyzes the emergence of Papua as a geopolitical trophy, calling into question the degree to which Papuan nationalism has crystallized. Finally, he questions whether Papua is emerging as a regional flashpoint, and, in view of its geopolitical importance, the various options available. "Papua: Geopolitics and the Quest for Nationhood" will be of interest to scholars of international relations, comparative politics of Indonesia and the Asia-Pacific, and policymaking.

This book examines the possibilities and limitations of corporate social responsibility in minimising the violent conflict often associated with natural resource exploitation. Through detailed and penetrating empirical analysis, the author skilfully asks why previous corporate social responsibility practices have not always achieved their aims. This theme is explored though an analysis of two of the most complex and protracted conflicts linked to natural resources in the Asia Pacific region: Bougainville (Papua New Guinea) and West Papua (Indonesia). Drawing on first-hand accounts of corporate executives and communities affected by resource conflict, this book documents the translation of global corporate social responsibility into local peace. Covering topics as diverse as post-colonialism, law, revenue distribution, security, the environment and customary reconciliation, this ambitious text reveals how and why current corporate social responsibility initiatives may be unable to assist extractive companies avoid social conflict. The study concludes that this is attributable to the failure of extractive companies to respond to the social and environmental issues of most concern to local host communities. The idea is that extractive companies could actively contribute to peace building if they were to engage with the interdependencies between business activity and the root causes of conflict. What sets this book apart is that it offers a holistic framework for extractive companies to engage with the complexity of resource conflict. ‘Interdependent Engagement’ is an integrated model of corporate social responsibility that encourages extractive companies to deal with the underlying causes of resource conflict, rather than applying solutions or critiques of their symptoms.

In alignment with Indigenous Politics, an emerging sub-field of Politics and IR, this book considers West Papuan Indigenous nationhood. Combining Settler Colonial Studies and Critical Indigenous Theory, the research opens up sovereignty as a political category of analysis to reveal an embedded nation within Indonesia. In June 2000 the Second Papuan People’s Congress in Jayapura rejected the basis on which West Papua had been incorporated into Indonesia and resolved that the “people of Papua have been sovereign as a nation and a state since 1 December 1962”. Indonesian president Wahid firmly opposed this resolution and state officials posted historical narratives on the Australian Embassy website that legitimated Indonesia’s incorporation of the once non-self-governing territory. A mapping and analysis of these narratives demonstrate a settler colonial present within Southeast Asia. It is argued that the US’s appeasement of Indonesia’s takeover in the 1960s was based on the Great Power’s concern to promote its strategic and economic status in the region. “This is a timely intervention that contributes to a growing debate on settler colonialism as a mode of domination that characterises the global present and involves locales not normally seen as settler colonial.
