No longer can an irrigation project be considered solely in terms of the engineering problems it raises. Indeed, its success depends equally upon economic feasibility and social use. Although the federal government has carried on organized activity in this field for more than fifty years, no comprehensive coverage of the problems in irrigation development has been attempted since 1927, when Ray P. Teele published his notable work on the economics of land reclamation. Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. Spain is facing an increasingly difficult situation in terms of water stress. This is an issue that is due mostly to poor management practices in all sectors. As water scarcities increase, nations throughout the world are in search of better institutions to manage water resources. India has been making substantial efforts to develop its water management systems since independence and significant increases in irrigated agriculture have taken place through both public and private initiatives. However, scarcities are increasing and major problems presently confront the management of water resources and irrigated agriculture. Resolving these problems is crucial for the future. The main purpose of this book is to provide a new approach for the analysis and design of water institutions that govern the use and development of water resources, particularly for agriculture which is the largest user. Drawing on the theory of New Institutional Economics and comparisons with Australia (as a developed country) and other less developed nations in Africa and Asia, the authors present original empirical data from three Indian states. Detailed analysis of these data is used to identify and recommend attributes and features of water management institutions that are conducive to effective resource management, its long-term success, and its best contribution to development.
