If there is one topic in development cooperation that transcends sectors and issues, it is developing capacity for governance. Good governance is a focal point in many projects and programs of the German Technical Cooperation. It is also a necessary element in every international declaration on development cooperation. In order to promote good governance successfully - i.e. to achieve actual progress - capacity development is essential. This book deals with governance issues in the water and health sectors and in relation to forests, land, public finance reforms, and civil society. Further, it includes the Organization for Economic Co-operation and Development's publication The Challenge of Capacity Development: Working Towards Good Practice. Experts in German development cooperation present their experiences by offering detailed insights into their work. They analyze the influence and added value of capacity development in development cooperation and, first and foremost, demonstrate the importance of capacity development for fostering good governance.

Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Accountability is the cornerstone of good governance. Unless public officials can be held to account, then critical benefits associated with good governance, such as social justice, poverty reduction and development remain elusive. The impacts of non-responsive and unaccountable governance are perhaps most harshly felt by the citizens of Africa, where corruption and governance failures are broadly acknowledged as a principal obstacle to the achievement Over the past decade, a range of social accountability practices such as participatory budgeting, independent budget analysis, participatory monitoring of public expenditure and citizen evaluation of public services have been experimented with in many Africa countries. Their outcomes and lessons have, thus far, received little attend and documentation. This volume aims to make a contribution towards filling this gap by describing and analyzing a selection of social accountability initiatives from seven Sub-Saharan countries.

Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development.Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.

This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions - so donor conditionality often becomes a recipe for failure. In place of grand government reforms aimed at enhancing market efficiency, the book's position is that the reform agenda should target strategic bottlenecks for development and enhance the state's capacity to deal with these disruptions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book to provide a systematic critical perspective on received notions of good governance.

As the process of globalization continues and power imbalances between decision-making institutions become increasingly apparent, the need for a critical assessment of the way in which we manage our interaction with the natural environment becomes ever more urgent. Good governance was identified at the World Summit on Sustainable Development as a critical factor for ensuring successful sustainable development. This book builds on the briefing papers that were presented at the Summit, taking further the discussions of the WEHAB agenda (Water, Energy, Health, Agriculture and food, and Biodiversity - the five international priority sectors highlighted by UN Secretary General Kofi Annan). This is a unique offering on the role and reform of global institutions and processes, raising issues that have previously been neglected in international discussions.

Examines contemporary development theory and discourse and explores its relationship to processes of democratization in sub-Saharan Africa. Focuses on the emergence and implementation of the good governance discourse. Draws on examples from four countries to demonstrate the impact of structural adjustment on economic and social conditions and describes the activities of democracy movements opposed to adjustment programmes. Concludes that the good governance agenda has been largely unsuccessful in promoting stable multi-party democracies in Africa.
