When in 1989 the authors started research on infrastructure, they did not foresee that this would lead to a long-term involvement in this area. Our beginning happened to coincide with the publication of David Aschauer's article on public capital and productivity, which induced a large flow of publications in this field. Infrastructure has indeed been a hot topic in policy and research during the past decade. It is surprising, however, that the number of monographs on spatial and economic impacts of infrastructure has remained very limited. The aim of this book is to contribute to the literature in a consolidated way. A distinguishing feature of our book is that we analyze infrastructure impacts using various methods (both modelling and non-modelling) at a variety of spatial levels (from local to international). Other special features are that we make ample use of 'accessibility' as a bridge concept between the areas of infrastructure and the economy. Finally, we not only treat transport infrastructure projects as given, as is the usual approach in infrastructure impact research, but we also analyze the factors influencing infrastructure supply. We have adopted a mainly non-technical approach throughout most of the book. This means that it can also be used by readers without a strong back ground in statistics, modelling or micro-economics.

This title was first published in 2003. The European Union is constantly struggling to find effective ways to plan major transport infrastructure developments at a European level. This is a critical factor in the emerging debates surrounding the absorption of the accession states into the EU, but it is essential for these states that their economic competitiveness is supported by appropriate and effective transport infrastructure. It is therefore crucial to find innovative approaches to the infrastructure itself, how it is financed and the ways in which proper evaluation procedures are implemented to select which policies, programmes and projects should be supported. This informative volume brings together leading international specialists in economic evaluation applied within the transport sector. Their contributions encompass all the main levels at which transport planning is typically conceptualized - strategic/regional policy, programme and project planning. It therefore examines how coherent economic evaluation practice can be developed and applied not only across different physical scales, but also across national borders.

In Spain, as in most countries, the real obstacle to effective and efficient delivery of key infrastructure is not the availability of finance, but rather problems of governance. This review examines the transport infrastructure governance framework in Spain against OECD good practices. It identifies the main governance bottlenecks for the development of transport infrastructure projects and provides a comparison with what other countries have done to alleviate similar bottlenecks.

An effective transport infrastructure' and its associated services' are widely regarded as key components of an efficient, equitable, and sustainable society. But the link between transport provision (especially car ownership) and growing global levels of, for example, social exclusion, congestion, pollution, and road deaths is also increasingly recognized. The need to understand how to satisfy a seemingly insatiable appetite for mobility while minimizing its harmful impacts grows ever more crucial. The subdiscipline of.

Economic Role of Transport Infrastructure: Theory and Models helps evaluate the economic effects of transport infrastructure investments within a cost-benefit framework for maximum economic impact. The book analyzes the primary empirical approaches used to gauge the economic effects of transport infrastructures, providing in-depth discussions on data issues, input-output techniques, and econometric methodologies. Users will find empirical evidence organized from a transport mode point-of-view, inspiring researchers to conduct comparative analysis for various infrastructure projects. Topics cover infrastructure's impact on economic growth using theoretical frameworks, including exogenous growth models, endogenous growth models, and new economic geography models. In addition, readers will also learn tips for conducting infrastructure impact studies and how to improve the effectiveness of infrastructural investments design.

This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.
