Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.

Islam has become an important symbol in post-Suharto Indonesia, and political figures or parties feel they cannot afford to be seen to be against the religion or be considered unfriendly to it. Islamism emerges to challenge Pancasila (or cultural pluralism) again. Islamists already challenged Pancasila soon after Indonesian independence. But during that initial era under Sukarno, this challenge was already under control. Under Suharto, Pancasila as an ideology was effectively used to govern Indonesia, and political Islam was suppressed. However, Suharto began to co-opt Islamic political leaders during the last decade of his rule. Religious Islam grew significantly during the Suharto era and would gradually transform itself into political Islam after Suharto’s fall. Nevertheless, the electoral strength of “Islamic political parties” remained relatively low. But since then, Islam has been used as an effective tool to undermine political rivals. The pluralists who are now in power continue to promote Pancasila, and combining with moderate Islamic organizations and through laws and regulations, have tried to hinder the further development of Islamist organizations. The future of Pancasila depends on whether the Indonesian government and other pluralist forces are able to control the Islamists and provide political stability and economic development in the country.

In The Politics of Islamic Law, Iza Hussin compares India, Malaya, and Egypt during the British colonial period in order to trace the making and transformation of the contemporary category of ‘Islamic law.’ She demonstrates that not only is Islamic law not the shari’ah, its present institutional forms, substantive content, symbolic vocabulary, and relationship to state and society—in short, its politics—are built upon foundations laid during the colonial encounter. Drawing on extensive archival work in English, Arabic, and Malay—from court records to colonial and local papers to private letters and visual material—Hussin offers a view of politics in the colonial period as an iterative series of negotiations between local and colonial powers in multiple locations. She shows how this resulted in a paradox, centralizing Islamic law at the same time that it limited its reach to family and ritual matters, and produced a transformation in the Muslim state, providing the frame within which Islam is articulated today, setting the agenda for ongoing legislation and policy, and defining the limits of change. Combining a genealogy of law with a political analysis of its institutional dynamics, this book offers an up-close look at the ways in which global transformations are realized at the local level.

This book examines Islam’s relationship to democratization in the Indian Ocean nation of the Maldives. It explores how and why an electoral democracy based in a constitution that has many liberal features but also Islam-based limitations, especially lack of religious freedom, emerged in the country by 2009. In doing so, the book interrogates a major approach to Muslim politics that assumes reformist interpretations of Islam are a positive, and even a necessary, force for liberalization and democratization in Muslim-majority contexts. This book shows reformist Islam did play certain positive roles in democratization in the Maldives. However, the book suggests reformist Islam may not be an invariably uncontroversial force in the space of politics. It argues that modern nation building in the Maldives shaped by political actors with reformist Islamic orientations, since around the 1930s, has also completely transformed Islam as a modern institutional and discursive political religion. These transformations of Islam as a modern political religion have existed as path-dependent constraints on the depth of democratization, ensuring religion-based limitations and intensifying controversy over religion vis-à-vis the state and individual rights. An original empirical contribution towards a better understanding of Islam and politics in the Maldives, this book will be of interest to academics and students working on democracy, and Islam in particular, and in the fields of political science and area studies, especially South Asian politics.

Islam is more than a set of laws, rites and beliefs presented as a religious and social totality. As a word it covers a multitude of everyday forms and practices that are interwoven in complex, sometimes almost invisible ways in daily existence. Drawing exclusively on his own fieldwork in Egypt, South Arabia and the Lebanon, the author explores the nature of Islam and its impact on the daily lives of its followers; he shows that all the Western stereotypes of Islam and its practitioners need to be treated with considerable scepticism. He demonstrates also that the understanding of Islam is dependent on recognizing a variety of class tensions and oppositions within an Islamic society. These have become all the more crucial in recent years with the growth of a capitalist economy, in which the forms and functions of the state have expanded considerably. This study focuses on the social and cultural divisions between very different groups and classes, ranging from the working masses of Cairo to the new bourgeoisie of Algeria and Morocco.
