This book examines the process of secularization in the Middle East in the late 19th and early 20th century through an analysis of the transformation and abolition of Islamic Caliphate. Focusing on debates in both the center of the Caliphate and its periphery, the author argues that the relationship between Islam and secularism was one of accommodation, rather than simply conflict and confrontation, because Islam was the single most important source of legitimation in the modernization of the Middle East. Through detailed analysis of both official documents and the writings of the intellectuals who contributed to reforms in the Empire, the author first examines the general secularization process in the Ottoman Empire from the late 18th century up to the end of the 1920s. He then presents an in-depth analysis of a crucial case of secularization: the demise of Islamic Caliphate. Drawing upon a wide range of secondary and primary sources on the Caliphate and the wider process of political modernization, he employs discourse analysis and comparative-historical methods to examine how the Caliphate was first transformed into a "spiritual" institution and then abolished in 1924 by Turkish secularists. Ardıç also demonstrates how the book’s argument is applicable to wider secularization and modernization processes in the Middle East. Deriving insights from history, anthropology, Islamic law and political science, the book will engage a critical mass of scholars interested in Middle Eastern studies, political Islam, secularization and the near-global revival of religion as well as the historians of Islam and late-Ottoman Empire, and those working in the field of historical sociology and the sociology of religion as a case study.

The volume has a twofold purpose: first, to question main presuppositions and perceptions regarding religion and international politics in the Middle East and, second, to reflect on the role(s) of religion in the regional order. The first part deals with the contribution of religion to a post-Western turn in International Relations in the Middle East and beyond. It discusses the postsecular conceptual framework in order to expand their approaches to the analysis of the Middle East and addresses the search for religion’s “suitable place” within International Relations, taking as a starting point the social changes in the world and the postulated "Mesopotamian turn" in International Relations. The second part focuses on the role of state-like non-state actors. ISIS challenged the international order because, contrary to revolutionary states in the past, it negates the foundations of the Westphalian system. At the same time, the rise of ISIS had a tremendous impact on the jihadi (sub) system. The third part studies the impact of religion on foreign and security policy (Israel, UAE, UK, and Saudi Arabia). It explores how religion has been shaping each stage of the decision-making process, the position that religion holds in perceptions of stability in the post-2011 era, and the politics of ‘‘moderate Islam’’, arguing that even though ‘’moderate Islam’’ has been devised for creating ‘’soft power’’, it serves ‘’sharp power’’ as well.

The struggle for political legitimacy in many Middle Eastern countries today poses a dilemma for ruling elites. In order to maintain authority, leaders often must capitulate to Islamic universalist dogma, which may conflict with their own views of the state as well as threaten the legitimacy of other leaders in the region who are attempting to establish a secular, national basis for government. Tracing the roots of this dilemma in Middle Eastern history and Islamic philosophy, Dr. Sonn compares the contemporary Middle Eastern period to Europe’s “Age of Religious Wars†that preceded the emergence of the Western secular state. She describes how a process similar to the organic development of the secular state in Europe was interrupted in the Middle East by oppressive Western colonialism, which eventually led to the Muslim rejection of nationalism and all things “Western†and to the reassertion of Islam as the sole source of political legitimacy. The author shows how the philosophy of Islamic traditionalism opposes the two fundamentals of stable national political systems—a geographical limitation of authority and an institutionalized process for regular changes in leadership. Dr. Sonn bases her argument on an insightful examination of Middle Eastern history, from the formation and disintegration of the Ottoman Empire in the late nineteenth century to the present, and caps it with a detailed look at a possible solution to the dilemma: the teachings of modern scholars who advocate a new “Islamic realism†incorporating a limited definition of national identity and interests while retaining Islamic social goals.
