A Slow Reckoning examines the Soviet Union's and the Afghan communists' views of and policies toward Islam and Islamism during the Soviet-Afghan War (1979–1989). As Vassily Klimentov demonstrates, the Soviet and communist Afghan disregard for Islam was telling of the overall communist approach to reforming Afghanistan and helps explain the failure of their modernization project. A Slow Reckoning reveals how during most of the conflict Babrak Karmal, the ruler installed by the Soviets, instrumentalized Islam in support of his rule while retaining a Marxist-Leninist platform. Similarly, the Soviets at all levels failed to give Islam its due importance as communist ideology and military considerations dominated their decision making. This approach to Islam only changed after Mikhail Gorbachev replaced Karmal by Mohammad Najibullah and prepared to withdraw Soviet forces. Discarding Marxism-Leninism for Islam proved the correct approach, but it came too late to salvage the Soviet nation-building project. A Slow Reckoning also shows how Soviet leaders only started seriously paying attention to an Islamist threat from Afghanistan to Central Asia after 1986. While the Soviets had concerns related to Islamism in 1979, only the KGB believed the threat to be potent. The Soviet elites never fully conceptualized Islamism, continuing to see it as an ideology the United States, Iran, or Pakistan could instrumentalize at will. They believed the Islamists had little agency and that their retrograde ideology could not find massive appeal among progressive Soviet Muslims. In this, they were only partly right.

This book examines contemporary jihad as a cult of violence and power. All jihadi groups, whether Shiite or Sunni, Arab or not, are characterized by a similar bloodlust. Murawiec characterizes this belief structure as identical to that of Europe's medieval millenarians and apocalyptics, arguing that both jihadis and their European cousins shared in a Gnostic ideology: a God-given mission endowed the Elect with supernatural powers and placed them above the common law of mankind. Although the ideology of jihad is essentially Islamic, Murawiec traces the political technologies used by modern jihad to the Bolsheviks. Their doctrines of terror as a system of rule were appropriated by radical Islam through multiple lines of communication. This book brings history, anthropology, and theology to bear to understand the mind of jihad that has declared war on the West and the world.

Negotiating Development in Muslim Societies explores the negotiation processes of global development concepts such as poverty alleviation, human rights, and gender equality. It focuses on three countries which that are undergoing different Islamisation processes: Senegal, Sudan, and Malaysia. While much has been written about the hegemonic production and discursive struggle of development concepts globally, this book analyzes the negotiation of these development concepts locally and translocally. Lachenmann and Dannecker present empirically grounded research to show that, although women are instrumentalized in different ways for the formation of an Islamic identity of a nation or group, they are at the same time important actors and agents in the processes of negotiating the meaning of development, restructuring of the public sphere, and transforming the societal gender order.

Samuel Helfont draws on extensive research with Ba'thist archives to investigate the roots of the religious insurgencies that erupted in Iraq following the American-led invasion in 2003. In looking at Saddam Hussein's policies in the 1990s, many have interpreted his support for state-sponsored religion as evidence of a dramatic shift away from Arab nationalism toward political Islam. While Islam did play a greater role in the regime's symbols and Saddam's statements in the 1990s than it had in earlier decades, the regime's internal documents challenge this theory. The "Faith Campaign" Saddam launched during this period was the culmination of a plan to use religion for political ends, begun upon his assumption of the Iraqi presidency in 1979. At this time, Saddam began constructing the institutional capacity to control and monitor Iraqi religious institutions. The resulting authoritarian structures allowed him to employ Islamic symbols and rhetoric in public policy, but in a controlled manner. Saddam ultimately promoted a Ba'thist interpretation of religion that subordinated it to Arab nationalism, rather than depicting it as an independent or primary political identity. The point of this examination of Iraqi history, other than to correct the current understanding of Saddam Hussein's political use of religion throughout his presidency, is to examine how Saddam's controlled use of religion was dismantled during the US-Iraq war, and consequently set free extremists that were suppressed under his regime. When the American-led invasion destroyed the regime's authoritarian structures, it unwittingly unhinged the forces that these structures were designed to contain, creating an atmosphere infused with religion, but lacking the checks provided by the former regime. Groups such as the Sadrists, al-Qaida, and eventually the Islamic State emerged out of this context to unleash the insurgencies that have plagued post-2003 Iraq.

Since at least the attacks of September 11, 2001, one of the most pressing political questions of the age has been whether Islam is hostile to religious freedom. Daniel Philpott examines conditions on the ground in forty-seven Muslim-majority countries today and offers an honest, clear-eyed answer to this urgent question. It is not, however, a simple answer. From a satellite view, the Muslim world looks unfree. But, Philpott shows, the truth is much more complex. Some one-fourth of Muslim-majority countries are in fact religiously free. Of the other countries, about forty percent are governed not by Islamists but by a hostile secularism imported from the West, while the other sixty percent are Islamist. The picture that emerges is both honest and hopeful. Yes, most Muslim-majority countries are lacking in religious freedom. But, Philpott argues, the Islamic tradition carries within it "seeds of freedom," and he offers guidance for how to cultivate those seeds in order to expand religious freedom in the Muslim world and the world at large. It is an urgent project. Religious freedom promotes goods like democracy and the advancement of women that are lacking in the Muslim-majority world and reduces ills like civil war, terrorism, and violence. Further, religious freedom is simply a matter of justice--not an exclusively Western value, but rather a universal right rooted in human nature. Its realization is critical to the aspirations of religious minorities and dissenters in Muslim countries, to Muslims living in non-Muslim countries or under secular dictatorships, and to relations between the West and the Muslim world. In this thoughtful book, Philpott seeks to establish a constructive middle ground in a fiery and long-lasting debate over Islam.

Using an elite consensus/conflict analytical frame, this book examines why some majority Muslim countries perform so much better at democracy and/or development than others, questioning received wisdoms that Islam, authoritarianism, and underdevelopment go together. Identifying four distinct democracy and development outcomes in the Muslim world, four case studies are interrogated to show that there is more variability in democracy and development outcomes in Muslim majority countries than macro-historical studies and aggregate data have shown. By demonstrating that democracy and development outcomes in Muslim countries are the consequence of elite conflict and elite consensus, rather than the precepts or institutions of Islam, the book places the competition for power among contending elites, rather than Islam, at the center of the story of democracy and development in the Muslim world.
