Experience of the past decade confirms that the solution to infrastructure problems is not merely to expand capacity by making new investments. Much more systematic changes must be undertaken if service delivery is to attain the standards necessary to improve quality of life and allow economic output to expand more rapidly. This paper identifies several broad areas for reform and recommends a series of actions to attain effective service delivery. (Adapté du résumé de l'auteur).

World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Megaprojects And Risk written by Bent Flyvbjerg and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003-02-13 with Business & Economics categories.

Megaprojects and Risk provides the first detailed examination of the phenomenon of megaprojects. It is a fascinating account of how the promoters of multi-billion dollar megaprojects systematically and self-servingly misinform parliaments, the public and the media in order to get projects approved and built. It shows, in unusual depth, how the formula for approval is an unhealthy cocktail of underestimated costs, overestimated revenues, undervalued environmental impacts and overvalued economic development effects. This results in projects that are extremely risky, but where the risk is concealed from MPs, taxpayers and investors. The authors not only explore the problems but also suggest practical solutions drawing on theory, experience and hard, scientific evidence from the several hundred projects in twenty nations and five continents that illustrate the book. Accessibly written, it will be the standard reference for students, scholars, planners, economists, auditors, politicians and interested citizens for many years to come.

This book reviews the theoretical perspectives on institutional development (ID) and third world city management. It considers the practice of ID in city management by reviewing two related cases; on organizational strengthening and building a planning capability - both in local government. The synthesizing chapters offer some guidelines on, and tests for, ID in city management practice. The book therefore seeks to identify some general principles to guide the ID process in relation to third world city management.

Egyptian agriculture is uniquely dependent on water, with over 95 per cent of agricultural production originating from land irrigated by the Nile. The improvement of irrigation systems and better control over water by farmers is therefore crucial to the drive to raise productivity in the current ocntext of scarce water resources, rich but underutilized land and changes in the institutional environment of the economy after "liberalization". This text evaluates the ambitious state-of-the-art Irrigation Improvement Project (IIP) and should be of interest to all those concerned with issues of water and development in the Middle East.

The growth of Africa's cities has outstripped local capacities of management, absorption, and financing. Yet cities do not have to be a drain on the national economy ; on the contrary, they can add new dynamism to the process of economic growth. This book addresses two basic questions : What have we learned ? Where are we going? It takes stock of two decades of experience in urban development, proposes a common-sense priority agenda for the urban sector in the region, and suggests some operational tools to carry it out. Printed on Demand. Contact [email protected], if currently unavailable. World Bank Technical Paper 207. Development projects that encourage direct community participation ususally meet with greater success than those that do not. This guidebook describes ways of letting poor people help monitor and evaluate the water and sanitation programs that serve them. It provides simple shortcuts for building community participation and consensus. Decisionmakers will learn the different risks posed by this approach, such as viewing community participation as a panacea. The study describes ways to set reasonable goals without discouraging unexpected progress. It provides a handy framework of key indicators that can be used to monitor progress. These indicators gauge a project's cost, sustainability, and effectiveness. They rate a community's abiltiy to expand services and handle more operating responsibilities. Consensus Planning The Relevance Of Communicative Planning Theory In Duth Infrastructure Development written by Johan Woltjer and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-11-22 with Social Science categories.

This title was published in 2000: This text offers a standpoint on communicative, participatory planning called "consensus planning". The discussion takes place in the Netherlands, where consensus-based decision-making is part of the national heritage. The book explores recent Dutch infrastructure development experiences and concludes that communicative planning theory does not offer uniform relevance for the challenges that planning practitioners face. Building on these experiences, it proposes the concept of consensus planning as valuable in a complementary, normalized, and contingent way. Consensus planning, in other words, has diverse practical appearances and sometimes may not exist or be desirable.
