This report outlines a comprehensive but flexible framework for assessing the performance of adult correctional programs in prisons, jails, probation, parole, and community-based facilities. The framework provided can be used with a variety of program activities, and acknowledges the fact that no single set of performance measures can be appropriate for all correctional programs. The first chapter gives definitions of terms and concepts, identifies how performance comparisons are used, and by who, and discusses the research underlying the framework. Chapter 2 places adult corrections within the context of the larger criminal justice system and discusses the goals and stages of organizational development that may affect the usefulness of particular performance measures. Chapter 3 identifies some of the issues and problems that must be addressed when establishing scope and focus for a measurement system, and developing performance measures.
