Abstract: The 1977 Food and Agriculture Act designated the Department of Agriculture as the lead agency for the conduct of human nutrition research. It specifies five priority areas for basic and applied research and nutrition education research : (1) human nutrition requirements; (2) composition of foods and the effects of agricultural practices, handling, processing and cooking on nutrients; (3) surveillance of nutritional benefits to participate in USDA programs; (4) factors affecting consumer food preferences and eating habits and (5) development of techniques and equipment to assist consumers in selecting food to provide a nutritionally balanced diet. The comprehensive plan for delivery of human nutrition research and services is a plan with a basic statement of purpose and priorities which describes current programs for meeting the priorities and concludes with a discussion of future goals and implementation plans.

Abstract: Child nutrition programs have been increasingly supported by the federal government, but the recent concerns about inflation and government expenditures have necessitated a thorough program review, including costs, purposes, nutritional effectiveness, resource allocation and available alternatives. There are currently 10 programs under scrutiny, including WIC, breakfast, lunch and summer meal programs, commodity supplements and nutrition education, which are funded by reimbursements as if they were entitlements. Existing policies at state, local, and federal levels are examined as well as the anticipated impact of changing policy and funding. Each program is analyzed according to target population, type of benefit, number of participants, and costs. The commodity program is examined from 2 aspects: the impact of expenditures on agriculture and the impact of food programs on child health. These analyses are supported with statistical data on diet analysis, technical tables and food distribution authorization legislation.

Public concern about the safety and healthfulness of the food supply grew markedly during the 1980s. Numerous government, academic, interest group, and media reports questioning the adequacy of the food safety regulatory system formed the basis for this increase in concern. While public concern focused most directly on pesticide residues in food, scientists emphasized the risks of illness associated with microbiological contamination of food. Much additional attention was focused on the food supply as a result of the striking consensus on dietary recommendations that emerged in the late 1980s based on increased scientific knowledge of linkages between diet and health. Relatively little research on the economic aspects of food safety and nutrition issues had been conducted up to the mid-1980s. These aspects are complex. On the consumer demand side, they include consumers' perceptions of the risks associated with particular food products, how demographic characteristics influence consumers' processing of risk information and subsequent changes in food demand behavior, and the monetary value consumers might place on changes in the risk profiles of products. The economic benefits and costs associated with current food consumption patterns are a major determinant of demand for improved food safety and dietary change through government regulation. While a more complete picture of risks, benefits, and costs has been emerging recently, much is yet unknown.
