Einleitung Die Entwicklung des modernen Wohlfahrtsstaates und seiner Struktur basiert auf langen traditionellen Linien und gesellschaftlichen Merkmalen. J. Schmid und R. Niketta zählen einige Ansätze auf, die den „heutigen Wohlfahrtsstaat“ entstehen ließen. Zum einen ist er eine Antwort auf die Probleme, welche die Industrialisierung mit sich brachte, zum anderen ist der moderne Wohlfahrtsstaat auch eine Folge der Demokratisierung, welche es ermöglichte, die breitere Bevölkerung an politischen Entscheidungen teilhaben zu lassen. (Vgl. SCHMID 1998: 15) Das Phänomen des Wohlfahrtsstaates ist auch ein „Zugeständnis an die Interessen der Arbeiterklasse“ (SCHMID 1998: 15) und die Folge ihrer starken Organisation. Weiterhin erfüllt der Kapitalismus nicht die Funktion des Schutzes für die Arbeitkräfte vor Auswirkungen des Marktes deshalb muss der moderne Wohlfahrtsstaat hier Einfluss üben. (Vgl. SCHMID 1998: 15) Wohlfahrtsstaaten beinhalten nach J. Kohl zwei grundlegende Merkmale. Zum einen besteht in einem Wohlfahrtsstaat die Idee einer Verantwortung von staatlicher Seite über „die Wohlfahrt der Bürger, beziehungsweise ihrer sozialen Rechte gegenüber dem Staat“. (KOHL 2000: 115) Zum anderen beinhalten Wohlfahrtsstaaten nach dieser Definition auch die „faktische Existenz entsprechender Institutionen und Programme“ (KOHL 2000: 116). Auf Basis dieser Definition werden Merkmale der Sozialpolitik marktwirtschaftlichdemokratischer Gesellschaften verglichen. Zu einem Vergleich dieser Art werden Typologien herangezogen. Das erstellen einer Typologie ist ein wissenschaftliches Hilfsmittel um die Komplexität von zu untersuchenden Gegenständen zu reduzieren. Vielschichtigkeit wird, mit Hilfe von bestimmten festgelegten Merkmalen, nach unterschiedlichen Ausprägungen in Grundmuster geteilt und Klassifiziert. (Vgl. KOHL 2000: 116) Dabei wird teilweise generalisiert und das Vorgehen ist mit einem Informationsverlust verbunden. Jedoch helfen Typologisierungen Erscheinungen zu erklären, wie in diesem Fall die institutionelle Vielseitigkeit von Wohlfahrtsstaaten. Dies geschieht, da im Rahmen von Typologisierungen oft Hypothesen aufgestellt werden, die von der Wissenschaft auf ihren Wahrheitsgehalt geprüft werden. (Vgl. KOHL 2000: 117) [...]
