Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. How do we conceptualize and theorize about the social organization of ideology? How should we think methodically—in theoretically and empirically informed ways—about the institutionalization of indoctrination and propaganda? How should we approach the study of the social and political instrumentation of ideology in regimes that assume that historical missions of messianic social change are the stringent organizing and legitimization principles of their very existence? This book is an attempt to answer these questions. On the one hand, this book explores key elements of conceptualization and theoretical framing of the phenomena associated with the institutionalization of indoctrination. New potential venues of theoretical elaboration are identified, and in several cases, these venues are tentatively engaged. On the other hand, this book balances the exploratory theoretical approach with an exploratory historical investigation. Concentrating on the case study of Communist Romania, this book charts various facets of the institutionalization of the “political-ideological commissars” in the education system, while tracking their evolution. The two dimensions of the book offer, in conjunction, a contribution to our understanding of the institutional arrangements of indoctrination and their associated social monitoring and control practices, as well as to our awareness regarding their avatars, as manifested in recent history.

There are two popular myths concerning the relationship between communism and nationalism. The first is that nationalism and communism are wholly antagonistic and mutually exclusive. The second is the assertion that in communist Eastern Europe nationalism was oppressed before 1989, to emerge triumphant after the Berlin Wall came down. Reality was different. Certainly from 1945 onwards, communist parties presented themselves as heirs to national traditions and guardians of national interests. The communist states of Central and Eastern Europe constructed "socialist patriotism," a form of loyalty to their own state of workers and peasants. Up to 1989, communists in Eastern Europe sang the national anthem, and waved the national flag next to the red banner. The use of national images was not the exception, but the rule. From Cuba to Korea, all communist parties attempted to gain national legitimacy. This was not incidental or a deviation from Marxist orthodoxy, but ingrained in the theory and practice of the communist movement since its inception. The study of communist national legitimacy is an exciting new field. This book presents examples of communist attempts to co-opt nationalism from both sides of the iron curtain and lays bare the striking similarities between such diverse cases as the socialist patriotism of the Bulgarian Communist Party and the national line of the Portuguese communists, between Romanian communist nation building and the national ideology of the Spanish Communist Party.
