Information Technology has turned indispensable to the business continuity and the competitiveness of today's organizations. In the same way, IT governance has become essential in ensuring that IT is efficiently and effectively delivering its objectives aligned with the business. The research in this book had examined the role of IT governance in an organization in the booming economy of that period of the research (2010 -2012) by means of analyzing a case study of a state-owned organization in the oil and gas sector in the State of Qatar. Through applying qualitative research methods, the research explored the challenges, assessed the relevance of IT governance frameworks to the various contexts, identified techniques and success factors by which IT governance can achieve its objectives without hindering or slowing down the pace at which that organization was growing during that period of the study. Based on extensive research, the book explores and depicts the local business culture, the practice related to corporate and IT governance then discloses and discusses several misconceptions and misconducts observed.

The ‘Arab Spring’ of 2011 has affected the countries of the region to varying degrees, including the Gulf Cooperation Council (GCC) members, comprising Saudi Arabia, Kuwait, Qatar, the United Arab Emirates, Oman and Bahrain. The GCC has become a significant regional bloc playing a vital economic and political role far beyond its shores, given its geopolitical strategic location, a preponderance of global energy reserves and a major international player through the use of accumulated financial reserves. A new Gulf is rising, one that is more self assertive, looking to expand its membership to other Arab countries such as Jordan and Morocco, while at the same time strengthening the bloc’s relationship with current and emerging trading and strategic partners in Europe, USA and Asia. Regional and international realities, especially the uncertainties unleashed by the ‘Arab Spring’, are forcing Gulf leadership to initiate new policies involving closer cooperation amongst GCC countries to address emerging challenges. This volume brings together thirty renowned academics and specialists to examine a range of multifaceted social, political and economic issues facing the GCC in key areas such as: · Diversification from a high dependency on a narrow hydrocarbon base · Social transformation, youth employment and effective gender participation · Outward and inward foreign direct investment flows · Prospects for education reforms and e-learning. · Sustainable security in oil, renewable energy (including nuclear) and food · Corporate governance, transparency and enhancing the private sector's operating environment · The role and governance of Gulf Sovereign Wealth Funds in investing their surpluses. The volume also offers insights for challenges facing the GCC in monetary union, expanding the regional debt market and Sukuk issuance, GCC intellectual property rights application, detailed assessments of individual GCC country risk analysis, as well as the sustainability of long term government fiscal stimulus programs at the expense of private sector involvement.

This book delves into the economic development of the six Gulf Cooperation Council (GCC) countries. Since the 1960s, the GCC states have harnessed their potential to exploit the wealth accrued from the oil boom to build their infrastructure and grow their economies. However, the high level of dependency on oil as the primary source feeding their output made their economies volatile and vulnerable to fluctuations in the global oil prices. Moreover, the plunge in oil prices and the threat of depletion of this natural resource pose serious challenges to the GCC countries. Consequently, the GCC governments have realized the importance of diversifying their economies following the need to move away from reliance on hydrocarbon. This book contributes to the theoretical literature by enriching the debate on the transition of the GCC countries from rentier states to diversified economies. It helps students and scholars understand this transformation with an expansive comprehension of the contemporary challenges facing the region, as well as outlining prospects for the future.

Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.

This book offers an understanding of the current state of public management in the Gulf Cooperation Council (GCC) region, highlighting the region's institutional and human capital constraints. Drawing on case studies from GCC states and beyond, the book provides a policy-oriented analysis of these challenges and a set of recommendations on how to address them. Public Management Reform in the Gulf Cooperation Council and Beyond utilizes several theoretical frameworks to explore three themes: first, how the quality of government and efficiency of its bureaucratic machinery can offer a business-friendly environment for the private sector; second, how public-private partnerships can foster stronger collaboration and exchange of knowledge and expertise between the public and private sectors; and finally, how the existing human capital constraints may be addressed through the effective implementation of talent management, knowledge management, and training programs. A comparative approach is taken throughout the book, contrasting the performance of GCC states with other Middle East and North Africa (MENA) countries or the Organization for Economic Cooperation and Development (OECD) member countries in key governance, public sector performance, and business competitiveness indicators to identify what the GCC states need to do to enhance the quality of government and the capacity to deliver services more efficiently. This book will appeal to academics, practitioners, policymakers and private sector consultants, as well as those interested more broadly in the Middle East and the Gulf region.

The GCC is a major player in the post-2011 reordering of the Middle East. Despite the rise in prominence of individual Gulf states - especially Kuwait, Qatar, Saudi Arabia and the United Arab Emirates - and the growth of the GCC as a collective entity, surprisingly little attention has been paid to the actual mechanics of policy-making in the region. This book analyses the vital role that institutions are coming to play in shaping policy in the Gulf Arab states. The research coincides with two key developments that have given institutions new importance in the policy process: the emergence of a new generation of leaders in the Gulf, and the era of low oil prices. Both developments, along with dramatic demographic change, have compelled state and citizens to re-evaluate the nature of the social contract that binds them together. Contributors assess the changing relationship between state and citizen and evaluate the role that formal and informal institutions play in mediating such change and informing policy. The book shows how academic, social and economic institutions are responding to the increasingly complex process of decision-making, where citizens demand better services and further empowerment, and states are obliged to seek wider counsel, although wanting to retain ultimate authority. With contributions from both academics and practitioners, this book will be highly relevant for researchers and policymakers alike.

This book introduces new non-Western perspectives on the Arab Uprisings, decentering and decolonizing International Relations and Middle Eastern Studies. Drawing on over 10 years of fieldwork, ethnography, over 250 interviews, and empirical research, it is one of the first books to evaluate the position of International Relations theorists towards the study of the Arab Uprisings. It relies on local IR scholarship from the region, which is rarely considered. It provides a critical account of why democratic revolutions have failed, how counterrevolutions and authoritarianism have fortified, and why revolutions will once again experience a resurgence in this part of the world.
