Italian combat aircraft have played an increasing important role in the international missions in which Italy has participated in the post-Cold War era – from the First Gulf War to Libya, including Bosnia-Herzegovina, Kosovo and Afghanistan. This participation has been a significant tool of Italy’s defense policy, and therefore of its foreign policy towards crisis areas relevant to its national interests (from the Western Balkans to the Mediterranean), as well as towards its most important allies within NATO and the EU. This IAI publication analyses the role of these military capabilities in recent operations and their prospects for the future. In fact, a number of trends can be inferred from the operational experience in ten international missions, in which Italy deployed more than 100 combat aircraft in more than 13,000 sorties, clocking up 36,000 flight hours. These trends are considered in light of the recent developments in the doctrine of Air Power, as well as possible future scenarios for the use of combat aircraft in crisis theaters. The aim of the analysis is to understand the needs of the Italian Armed Forces – the Air Force and Navy in particular – which will have to replace a substantial portion of their current combat fleets in the near future due to the gradual obsolescence of the aircraft in service – an operational necessity linked to the inevitable political decisions regarding the options available in the field of military procurement for maintaining the capabilities required so far for international missions. In this context, the study looks into the acquisition of F-35 aircraft, also considering the industrial aspects of a multinational program that will produce more than 3,000 units for over 12 countries.

In July 1943 Benito Mussolini, Italy's warlord and the father of fascism fell from power in a hastily arranged plot, the details of which even today remain controversial. A cabal of generals took the nation's reins and bungled their way toward an accommodation with the Allies. When General Eisenhower announced an armistice with Italy on the evening of 8 September he believed he had struck a deal that included Italian military cooperation against the Germans. In fact, the generals had promised more than they could deliver and Germany's terrible, swift reprisal shattered Italy's confused air force and army. The armistice likewise caught the navy by surprise, with its battleships raising steam to attack the Allied fleet landing at Salerno. Nonetheless, the Regia Marina obeyed its government's orders and honored the pact the generals had negotiated. Rather than evaporating like Italy's other services, however, it proceeded to fight a three-week campaign against Germany, without Allied support, and in the process retained complete control of its ships, regardless of the ports necessity forced them to seek refuge in. This is the story of the Regia Marina and the Italian armistice of September 1943. It is a deeply-researched and highly readable exploration of this confusing and fascinating corner of history. It refutes the conventional notion that Italy's fleet abjectly surrendered to Allied power. It shows how the navy paved Italy's path from enemy to co-belligerent with the blood and unconquered spirit of its men. Despite German and Allied intentions to secure Italy's fleet for their own uses, it remained Italian to the end: a dark navy - not victorious, but undefeated. Vincent P. After centuries of division, which limited Italy's power against the larger, unified European nations, the military played an important role in the nationalist unification of the entire country. Rapid industrialization followed, and along with it Italy's forays into overseas colonialism. Italy became a major power, but its turn to militant fascism during its expansionist era continues to haunt its state and military.

This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.
