The first full and comprehensive examination of the turbulent financial and economic relationship between Italy and Albania in the twentieth century, which throws new light on Italian Fascist imperialism. "Italy and Albania" retraces the complicated foreign and economic strategy that led in 1939 to the "union of the two crowns" of Italy and Albania. Drawing on original research, Roselli shows how Italy's strategy towards Albania veered between the extremes of a minimum of economic penetration and a maximum of political interference. He shows how, from an Albanian perspective, King Zog's policy was an impossible balancing act between the conflicting interests of foreign powers. Often presented as a trophy of Fascist foreign policy, the Italian experience in Albania in the interwar period can be regarded as a major economic failure. The huge inflow of Italian capital to Albania - consisting almost entirely of government money - failed not only to set in motion a stable expansion of the Albanian economy but also to produce a return for Italy in terms of the exploitation of the country's natural resources or its trade with Albania. Contemporary observers were impressed by the strength of Albania's currency, its monetary regime based on the gold standard, and its strong balance of payments. But this was largely window dressing, behind which there was an extremely backward economy that siphoned resources out of Italy, without that country gaining any appreciable advantage. Seen in this light, the events of 1939 -the Italian occupation of Albania and the Union between the two countries - become the inevitable consequence of a state of economic affairs that was unacceptable to Fascist Italy. Italy's involvement in Albania did not end with the defeat of Fascism, as the long international controversy surrounding the gold of the Albanian Central Bank demonstrates. This book makes a major contribution to our understanding of the history of both countries and the make up of Europe today.

This WWII history examines the most consequential and hard-fought battle between Greek and Italian forces in Albania. On March 9th, 1941, the Italians launched their Spring Offensive, designed to stem four months of humiliating reverses. Watched by Mussolini himself, the operation’s objective was a pair of parallel valleys dominated by the Greek-held Hill 731. The Italian Eighth Corps, part of Geloso’s 11th Army, had the task of seizing the heights, spearheaded by 38 (Puglie) Division. Holding the position was the Greek 1 Division of II Corps, with 4 and 6 Division on the flanks. For seventeen days, after a massive artillery barrage, the Italians threw themselves against the Evzones on the hill—only to be repeatedly smashed with appalling losses. It was a merciless fight at close quarters, where bayonets held the place of honor but the battered Greeks held. Mussolini had wanted a spring victory to impress the Führer. Instead, the bloody debacle of Hill 731 could well have contributed to Hitler’s decision to postpone his invasion of Russia. John Carr sheds light on this consequential episode in the Mediterranean theater of operations.

This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.
