The Committee considered the complaint made against Jack Dromey, the Member for Birmingham Erdington, in that Mr Dromey failed to register in time payments made to him in respect of his employment as Deputy General Secretary of Unite the Union from May 2010 to October 2010. There was a subsequent related complaint that Mr Dromey had failed to declare his interest in several debates where it would have been appropriate to do so. The Committee considered the memorandum from the Parliamentary Commissioner for Standards and in accordance with established procedure supplied Mr Dromey with a copy. Mr Dromey's was invited to give evidence to the Committee, orally or in writing. Mr Dromey wrote to the Committee indicating his willingness to give evidence but expressed his acceptance of the Commissioner's findings and apologising for his breaches of the rules. The Committee considered it unnecessary to take oral evidence. The Commissioner concluded that there was a breach of the registration rules of the House by failing to register within the required time period the payments received as a result of his employment with Unite. The Commissioner also upheld two out of six occasions in regard of the contribution to debates without declaring a relevant interest made in the related complaint

This report indicates broad support for the creation of Local Enterprise Partnerships as a way of addressing local growth. In particular the potential of LEPs to offer a greater focus on local economic needs, and build on the affinity between business, local government and other partners at a local level is recognised. Whilst it is right that LEPs should compete at certain levels it is equally important for them to collaborate, particularly with the Regional Development Agencies, where it makes economic sense. Local Enterprise Partnerships are being introduced quickly and at a time of greatly constrained public funding. There is concern that in the short term LEPs will need know how and powers and in some cases financial resources to make a positive difference. Government will need to be willing to devolve power to LEPs and in certain cases be willing to support LEPs at inception. If LEPs are to be a success, the Department's transition team will need to focus in three areas: retain RDA know-how, realising the full potential of RDA assets, and leveraging potential EU funding

On 17 March 2010, the previous Government announced that it would be providing a loan of £80 million out of the Strategic Investment Fund and the Low Carbon Fund to Sheffield Forgemasters, a private company which specialises in a broad range of heavy steel forgings and steel castings. The loan was to facilitate the development of a 15,000 tonne press to make large components for the civil nuclear industry. When it came into office, the Coalition Government undertook a review of all spending commitments made by the previous Government in the period between January 2010 and the General Election. 217 project were submitted to the Treasury for re-approval. Twelve of the 217 project were cancelled and a further twelve were suspended. The loan to Sheffield Forgemasters was one those cancelled. This report outlines the Committee's inquiry into the arrangements for the loan and reasons for its withdrawal. The establishment of such a large press would have enabled the UK to take a significant lead in the industry and therefore urges the Government to continue to in its efforts to secure funding for this project.

Due to the sharp declines in trade union density and collective bargaining coverage post-1979, the shift by trade unions towards political action has had significant implications for employment relations regulation in contemporary Britain. Yet, there remains insufficient discussion of the factors of influence affecting changes in the political action process from a historical and contemporary perspective. Unions and Employment in a Market Economy will evidence how trade unions were able to offset environmental constraints through a progressive focus on political action, despite diminished power in the Labour Party’s structures and the wider economy. The book presents four legislative events categorised as functional equivalents enacted in two different periods of Labour governance (1974-79 and 1997-2010). The selected events are the Social Contract (1974-79), National Minimum Wage (1998), Employment Relations Act (1999) and the Warwick Agreement (2004). The book’s findings lend credence to the proposition that in a liberal market economy there is a valuable dividend associated with trade union political exchange through the Labour Party.
