This open access handbook compares fiscal federalism arrangements in eleven federal/ decentralized countries. Each chapter examines an individual country, laying out its constitutional design as relates to fiscal powers and the division of those powers between levels of government. Specifically, the analyses consider powers of taxation, spending, regulation, and more. Focusing on Australia, Brazil, Canada, Ethiopia, Germany, India, Italy, South Africa, Spain, Switzerland, and the United States, the contributors provide a fascinating account of how federal countries are confronting the traditional challenges of conflicts over division of fiscal powers while also coping with the ongoing challenges of globalization and citizen empowerment that arise from the information revolution. As a companion to the Forum of Federations Handbook of Federal Countries 2020, this volume considers how relationships and roles in different orders of government are being reshaped, and shows how local solutions inspired by global principles help strengthen government accountability and improve citizens’ quality of life. This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Multilevel governance divides powers, includes many veto players and requires extensive policy coordination among different jurisdictions. Under these conditions, innovative policies or institutional reforms seem difficult to achieve. However, while multilevel systems establish obstructive barriers to change, they also provide spaces for creative and experimental policies, incentives for learning, and ways to circumvent resistance against change. As the book explains, appropriate patterns of multilevel governance linking diverse policy arenas to a loosely coupled structure are conducive to policy innovation.

Danielle Gluns examines how urban housing governance reacts to the onset of urban growth in an internationally comparative perspective. The study is based on in‐depth case studies of Washington, D.C., which is an example of primarily market‐based interactions, and Vienna, which has traditionally pursued an active steering role of the local state. The author assesses the goals of urban development formulated by local actors and analyzes their translation into housing policies within the respective governance structures. She demonstrates that path dependence is an important feature of urban housing governance, with relationships, ideologies, and physical urban structures leading to stability. Even so, change is possible, as both systems integrate new policy elements. At the same time, both structures perpetuate inequality in the urban housing system by excluding some of the most disadvantaged groups from decision‐making.
