The book is a precious reference book for development economics or the political economy of development in Asia or anywhere else. Unlike other books, first, it deals with all the East Asian countries, including Japan and other Asian countries. Second, it offers some empirical research findings based on surveys conducted by the author's group. Research on developing countries has been limited by individual scholars' observations, particularly about the value-related issues like politics or religions. Thirdly, the book digs into the nation-building problems which are often neglected by economists. It bridges the politics, sociology and economics in East Asian countries and is an important reference book for graduate students.

This book deals with the major problems that Japan and East Asian countries have faced during the turbulent years of their reconstruction and development from 1945 to the present time. The Development Report of the World Bank 1993 on the same subject was given the subtitle East Asian Miracle. I have never thought, however, that the impressive achievement of East Asian development was a miracle in any sense. Indeed, as this book tries to show, Japanese and Asian development has been the fruit of the sweat, tears, and blood of all East Asian nations. The efforts and sacrifices involved in the process of their development after World War II are no less than those during the war itself. One should not overlook the fact that almost all the peoples of East Asia have achieved not just economic development but indeed new nation-building after hundreds of years of coloni al submission. It is my assertion in this book that even economists' analyses of Asian development should pay attention to not only the logos but also the pathos of develop ment in this last half of twentieth century. Ever since I became the director of the Center for Southeast Asian Studies at Kyoto University in 1969, I have written extensively in English as well as in Japanese on the various problems arising in the Japanese and other Asian economies.

Why does a huge income gap still exist between developed and developing countries? Plausible causes on the surface may be the difference in technology, the quality of human resources, and economic institutions, but on the deeper level the gap reflects the success and failure of state building which is vital for economic development. This book provides cutting-edge knowledge on state building, economic development, and democratization based on case studies of Japan, ASEAN, South Asia, and selected countries in sub-Saharan Africa. The book examines the interaction between land policies and the state building in sub-Saharan Africa. It also pays special attention to corruption, which affects the relationship between the state and the development, and decentralization, which exerts influences on the contentious politics. Finally, the book also sheds new light on the failure and success of industrial policies based on a literature review and a case study of the rapidly growing pharmaceutical industry in Bangladesh. This book is one of the few studies which squarely addresses state building and economic development, and will be of use to those interested in this subject, development practitioners, and policymakers in developing countries.

. . . the book reviewed here will trigger a further interest in this area of research, and will invite more researchers to seek empirical evidence in the study of post-war industrial growth in Japan. Hiroshi Ohashi, Journal of the Japanese and International Economies This book provides a theoretically informed and empirically illustrative account of modern Japanese industrialization. Ozawa s translation of classical political economy to the Japanese context is both original and accessible and is a welcome addition to the literature on the Japanese variety of capitalism. Tim Reiffenstein, Pacific Affairs Ozawa succeeds in extending, building up, and joining the Akamatsu Kojima lineage of this unique Japan-born theory of economic development from a fresh, unconventional, and discerning perspective. From the foreword by Kiyoshi Kojima Terutomo Ozawa examines Japan s once celebrated post-war economic success from a new perspective. He applies a flying geese model of industrial upgrading in a country that is still catching-up, to explore the rise, fall and rebound of Japanese industry with its evolving institutions and policies. The book brings together and expands upon theories developed in the author's work over many years, using them as building blocks for his flying geese model. Concepts explored include: economics of hierarchical concatenation, increasing factor incongruity, comparative advantage (or market) recycling the Ricardo Hicksian trap of industrial production, Smithian growth elan, triumvirate pro-trade structural transformation knowledge creation versus knowledge diversion, the price-knowledge/industry-flow mechanism a la David Hume the syndrome of institutional incongruity, and socially justifiable moral hazard versus degenerative moral hazard. The dynamic process of industrial upgrading is analysed in detail, and important lessons for both developing and transition economies are highlighted. This fascinating book will attract a wide-ranging readership, encompassing practitioners and academics interested in international business, economic development, trade, and political science. In addition, sociologists focussing on business and industry, and researchers on, and policymakers in, developing and transition economies will also find this book of immense interest.
