Why have some former enemy countries established durable peace while others remain mired in animosity? When and how does historical memory matter in post-conflict interstate relations? Focusing on two case studies, Yinan He argues that the key to interstate reconciliation is the harmonization of national memories. Conversely, memory divergence resulting from national mythmaking harms long-term prospects for reconciliation. After WWII, Sino-Japanese and West German-Polish relations were both antagonized by the Cold War structure, and pernicious myths prevailed in national collective memory. In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. Conversely, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.

This is the first book-length study to explain the complex nature of Pakistan-Japan relations. It analyses the evolution and development of relations between the two countries by defining two key factors: economic interests and security concerns in the US-led global security system. Providing a thorough analysis of the history of relations between the countries, the important role Pakistan played in the context of peace and conflict resolution in East Asia during 1947-52, which helped ending the Occupation of Japan and restoring the country’s post-war economy, is highlighted. Pakistan then emerged as the largest trading partner of Japan only after the United States. It was Pakistan’s benevolent role that helped Japan to comeback to Asia in the 1950s as the author explains these events in greater detail that are not commonly known. In the 1960s and also in the 1980s during the Soviet occupation of Afghanistan, Pakistan emerged as one of the largest recipients of Japanese aid. The author explains that Japanese strategic aid to Pakistan was diverted to strengthen democratic values and institutions after the end of the Cold War. He then clarifies that Pakistan-Japan relations were dominated by two main issues during the 1990s, Japanese economic cooperation in Pakistan's trade liberalization, and suspicion about Pakistan's nuclear program. In conclusion, the author states that there has been a remarkable continuity in the area of economic relations, though there have been changes in security concerns. Why does the Japanese government often alter its course of action under pressure from the United States, even when doing so apparently undermines Japan's own interests? Japan's marked responsiveness to U.S. preferences regarding foreign aid policy appears counterintuitive, since Japan's demonstrated capability to donate funds rivals and has previously surpassed that of the U.S. In Limits to Power, Akitoshi Miyashita posits that Japan's deference to the will of the U.S. results from Japan's continuing role as the more dependent partner in the two countries' interdependent diplomatic and economic relationship. Miyashita critically reviews the existing literature on Japanese foreign aid, then tests his own argument against five case studies. After analyzing critical junctures in Japan's history of foreign aid to China, Vietnam, Russia, Iran, and North Korea, he concludes that Japan's consistent sway under U.S. opinion reflects an act of will on Japan's part, rather than a lack of coherent policy stemming from bureaucratic politics.
