This volume provides a timely and expert analysis of Japan's Asia policy as the country continues to address the future through trying to cope with the burden of a chequered past. Dr Mendl locates his expostion of Japan's policy towards both North-East and South-East Asia in a full historical and cultural context and importantly takes due account of the underlying and potent factor of national identity in shaping international outlook. He begins his study with a discussion of the enigma of Japanese policy expressed in debate over whether or not that policy expresses a calculated grand design. A corresponding enigma emerges in Dr Mendl's exposition of Japan's policy towards a part of the world with which it shares a geographical location and a measure of identity but one which, he maintains, cannot be separated from its engagement at the global level. In exploring the theme of how Japan is confronted by the problem of reconcling its relations with Asia with pursuing a global role in unchartered post-Cold War waters, Dr.Mendl makes a lucid and scholarly contribution to the debate about Japan's place in a world which it has helped to shape through its economic performance and example.

The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan's active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan's ASEAN policy into a proper perspective by asserting that Japan's new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

Crafting policy toward Asia is a difficult balancing act for Japan. Saddled by ill will in Asia left over from its militarist legacy of the first half of the twentieth century on the one hand and restrained by a United States eager to maintain its own position of power in Asia on the other, Japan has had to pick a narrow path. This book provides a comprehensive analysis of Japan’s Asian diplomacy under Prime Minister Shinzō Abe. Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Maritime security and space security are two of major security-related affairs, in which the states in East Asia and the Asia-Pacific have to engage, including the development of the TPP (TPP-11) and RCEP, as well as infrastructure development and development cooperation, which are crucial in relation to China’s initiatives in the BRI and AIIB. Lastly, the book provides valuable references to regionalism in East Asia and the Asia-Pacific by analyzing regional integration/cooperation through free trade agreements and the development of regional connectivity. The Fukuda Doctrine has been the official blueprint to Japan's foreign policy towards Southeast Asia since 1977. This book examines the Fukuda Doctrine in the context of Japan-Southeast Asia relations, and discusses the possibility of a non-realist approach in the imagining and conduct of international relations in East Asia. The collapse of 54 years of Liberal Democratic Party rule and the advent of a new Democratic Party of Japan raises the question of whether the Fukuda Doctrine is still relevant as a framework to analyse Tokyo's policy and behaviour towards Southeast Asia. Looking at its origins and norms amidst three decades of change, the book argues that the Fukuda Doctrine is still relevant to Japan-Southeast Asian relations, and should be extended to relations between China and Japan if an East Asian Community is to be built. The book goes on to discuss the Fukuda Doctrine in relation to the power shift in Asia, including the revitalization of Japan's security role. By providing a detailed understanding of a non-western perspective of Japan's relationship with Southeast Asia, this book is a useful contribution for students and scholars of Asian Studies, Politics and International Relations.
