Excerpt from Japan's Food Demand and 1985 Grain Import Prospects The demand for imports in individual countries is greatly influenced by national policies adopted to deal with domestic problems of production and consumption. This is particularly evident in Japan, a major developed market and a growing outlet for agricultural exports of less developed countries. This report is an in-depth study of the role of national development policies in Japan and specifically analyzes the impact of these policies on grain imports both historically and into the future. The effect of alternative policies (food strategies) relating to production, consumption, and imports of grain to meet the growing meat and grain requirements in a rapidly growing economy is analyzed in detail. The need to satisfy a growing consumer demand for meats and meat products forced Japan to emphasize domestic livestock production, and thus imports of feed grains. This demand is in addition to the food grain requirements which must be met concurrently in a rapidly growing society. Few nations rely upon the ocean as much as Japan for livelihood, culture and transport. The seas have long played a vital role for the Japanese, helping to support the economic and social life of a nation that possesses few resources and little arable land, and sustain a population that has nearly tripled in the last century. Fish are a distinctive feature of the Japanese diet, constituting nearly half of all animal protein consumed – the highest rate in the world. The industry itself has provided an impetus for coastal community growth and national economic development over the past century, while fisheries have worked their way into Japanese culture and customs, serving as a dominant symbol in traditional arts and folklore. This book explores the overarching rationale that motivated Japanese international fisheries policy throughout the post-war period until today, highlighting the importance of international fisheries to Japan and the stature this resource has occupied as a national interest. It provides a comparative view of Japanese foreign policy at various ocean conferences, treaty negotiations, bilateral diplomatic initiatives and other maritime relations that constitute ocean policy over half a century, and investigates the domestic constituents of national policy. Roger Smith argues that the rationale for international fisheries policy may be best viewed as deriving from Japan’s unique defence strategy for its national interests: comprehensive security. Encompassing non-military elements and most importantly defence of economic interests, Japan’s international fisheries policy provides an interesting case study of how comprehensive security is conceptualised and carried out. Taking a broad view of Japan’s international fisheries policies from 1945 to the present, this book highlights the key trends in policy motives and means throughout the post-war period. As such, it will be of great interest to students and scholars of Japanese studies, international and environmental law, resource management and international relations, as well as to policy makers working in the field.

Around the world, food has probably never been as safe as it is today. However, periodic crises have aroused consumer anxiety and contributed to a general lack of confidence in the agro-industrial system. The diverse nature of these crises increases governments’ and industry difficulties in predicting and tackling them. This book addresses the relations between risk and food theoretically and empirically through case studies from Japan and China. Part I of the book examines the interaction between theoretical aspects and decision-making. The book theorizes the links between food and risk and analyses the decision-making process in light of risks and governance. The relationship between food risks, governance systems and economic decisions is assessed to explore ideas such as the "pact of nutrition" and the theory of weak signals. Part II examines case studies from China and Japan in the aftermaths of recent crises such as the milk powder scandal in China and food safety following the Fukushima nuclear accident and tsunami in Japan. This book will be an important resource for scholars, academics and policy-makers in the fields of sociology, economics, food studies, Chinese studies and Japanese studies and theories of risks and safety.

The net social cost of Japan's 1985/86 production goals for eight major food items is calculated under the assumption that these goals existed in 1975/76. based on the Corden model and actual 1975/76 production and consumption levels, it is estimated that the actual social cost of producing the eight commodities in 1975/76 was $387 million. had the 1985/86 production goals been in effect, the net social cost in 1975/76 would have been nearly $8 billion.

This book chronicles Japan’s rice farmers who live in mainly rural areas in the west and south of Japan through original interviews conducted in Japanese. It argues that current agricultural policy as well as the tightening relationship between the US and Japan is a death sentence for a traditional lifestyle that is vital to Japan’s notion of national identity. The project covers recent agricultural policies, including the Trans-Pacific Partnership (TPP) agreement and its potential consequences on Japan’s food sovereignty and documents the effect of these policies on rice farmers. This volume is ideal for those interested in Japan’s agricultural policies and rural and traditional Japanese lifestyle.
